    Broadest claimClaim Score 24, narrow(NHIP)A stent comprising:a) a substrate having oxide, anionic, or hydroxyl moieties or oxide, anionic, or hydroxyl groups on the outer surface thereof;b) a primer region free from any drugs disposed on the outer surface of the substrate, the primer region comprising a polymer, the polymer of the primer region being a polymer with polar substituents or a polymer with cationic groups;and c) a reservoir region comprising a drug disposed over the primer region;wherein the polymer of the primer region is selected from the group consisting of polyisocyanates, thermoplastic acrylates, polymers containing a high content of hydrogen bonding groups, inorganic polymers, and combinations thereof;wherein the thermoplastic acrylates are selected from the group consisting of copolymers of two or more of the group consisting of ethyl acrylate, methyl acrylate, butyl methacrylate, methacrylic acid, acrylic acid, and cyanoacrylates, and combinations of these copolymers;wherein the polyisocyanates are selected from the group consisting of triisocyanurate, polymethylene polyphenyl isocyanate, polyester polyurethanes, and combinations thereof;wherein the polymers containing a high content of hydrogen bonding groups are selected from the group consisting of epoxy polymers cured by polyols and lewis acid catalysts, epoxy phenolics, epoxy-polysulfides, resorcinol-formaldehydes, urea-formaldehydes, alkyd polyester resins, anhydride modified ethylene acrylate copolymers, anhydride modified ethylene vinyl acetate polymers, and combinations thereof;and wherein the inorganic polymers are selected from the group consisting of (3-glycidoxypropyl)methyldiethoxysilane, tetra-iso-propyl titanate, tetra-n-butyl titanate, n-propyl zirconate, n-butyl zirconate, and combinations thereof.
