    CLAIMS:1. A receiving station (70) for a wireless communication system having closed loop transmission power control for in which user data is processed as a variable rate signal having a first rate that is a function time in which the user data signal having the first rate is converted into a transmission data signal having a second faster rate for transmission and in which the transmission power is adjusted by applying a scale factor in response to step up/down commands, characterized by: a receiver configured to receive transmission data signals having the second faster rate from a second station (50) and to generate the step up/down commands for the second station (50) including: a data signal rate converter (87) which decreases the second faster data rate of received transmission data to produce a user data signal having the first data rate;a data quality measuring device (73) for measuring the quality of data of the user data signal;circuitry (72, 74, 76, 77, 88) for computing step up/down commands based on the measured quality of data of the user data signal;and said data signal rate converter (87) associated with said circuitry (76, 77, 88) to provide rate data such that said circuitry (76, 77, 88) computes step up/down commands as a function of first and second rates whereby a change in the first signal rate or the second faster rate of the transmission data signal is compensated for in advance of a quality of data based adjustment associated with such data rate change.

    A transmitting station (10, 50) having a transmission power control for a wireless communication system in which user data is processed as a variable rate signal having a first rate that is a function time in which the user data signal having the first rate is converted into a transmission data signal having a second faster rate for transmission and in which the transmission power is adjusted by applying a scale factor in response to step up/down commands, comprising:a transmitter (11,51) having: a processor (15, 55) configured to computes a scale factor as a function of the first and second rates, 29־a data signal rate converter (27, 67) which converts user data signals having the first rate into transmission data signals having the second faster rate, and a combiner which combines the computed scale factor (13, S3) with the transmission data signals (28,68) for transmission.
