    V- CLAIMS / 1. A fine fiber layer comprising a polymer resin and an additive that is miscible with the polymer resin, or a crosslinking agent capable of reacting with the polymer resin, the layer comprising a random distribution of the fine fiber, the fine fiber having a diameter of 0.001 to 5 microns;wherein at least 50% of the fine fiber remains substantially unchanged after the exposure to air at 140°F and 100% humidity for 1 to 6 hours.

    12. The fine fiber layer of claim 11 further comprising a crosslinking agent in an amount of about 5 to 50 wt% based on the weight of the polyvinyl alcohol polymer.

    14. The fine fiber layer of claim 13 wherein the hydrophobic coating has a thickness of less than about 100 A.

The fine fiber layer of claims 5 or 6, wherein the condensation polymer comprises a polyalkylene terephthalate, a polyalkylene naphthalate, a polyethylene terephthalate, a polyamide, a polyamide copolymer, a polyester, an aromatic polyamide, a polyarylate, or a blend of a condensation polymer and a polyamide polymer.

    17. The fine fiber of claim 16 wherein the second nylon polymer comprises an alkoxy alkyl modified polyamide.

    22. The fine fiber layer of claim 21 wherein the fine fiber comprises the reaction product of an aldehyde reactant and a blend of a nylon 6 and a nylon 6,6 in the presence of a C!_24 alcohol and water.

    27. The fine fiber layer of claim 26 wherein the condensation polymer is a polyurethane polymer.

    28. The fine fiber layer of claim 27 further comprising a resinous additive comprising an oligomer having a molecular weight of about 500 to 3000 and an aromatic character.

    38. The fine fiber layer of any of claims 3,4,6, and 31, wherein the fine fiber diameter is about 0.001 to about 2 microns and the thickness of the layer is about 1 to 100 times the diameter of the fine fiber.
