Cellular communication system with soft handover and apparatus therefor

When a mobile station enters a soft handover state, a monitor monitors reception quality of downward signals from plural base stations that are in the soft handover state. A base-station selector compares the reception quality of downward signals from respective base stations monitored at the monitor and generates a base-station specify signal which specifies at least one base station to maintain a signal transmission. A transmitter sends the base-station specify signal to at least one base station, among the plural base stations, that is specified by the base station specify signal and to at least one base station, among the plural base stations, that is not specified by the base-station specify signal.
