    A method of forming an RFID device, the method comprising:a roll-to-roll manufacturing including - providing an RFID webstock of polymeric material (502) having an array of RFID chips (454;464;474), wherein the RFID webstock has a surface without recesses, and wherein the RFID chips (454;464;474) are secured to the unindented surface of the RFID webstock;- providing an antenna web (500) having antennas (510) spaced thereon;- dividing the RFID webstock (502) into a plurality of sections (520) by one of die cutting, laser cutting, perforating, punching or butt cutting, each of the sections (520) including one or more of the RFID chips (454;464;474) and a portion of the polymeric material;- indexing pitch of the RFID sections (520) from a high density on the RFID webstock (502), to a relatively low density;wherein the dividing and indexing are effected using a cutter member and a transport member, with the RFID webstock being passed through a cutting location between the cutter member and transport member, wherein the sections are cut from the RFID webstock and the transport member engages the sections and conveys the sections from the cutting location to a transfer location, at which each of the sections are joined to antennas;and - attaching the sections (520) to the antenna web (500) in an automatic continuous process, so that each of the RFID sections (520) is adjacent to and coupled to one of the antennas (510), to thereby form an RFID inlay stock.

    A method as described in any of claims 1 to 8, wherein the attaching includes bonding chips within respective sections and antennas to each other using a conductive or non-conductive adhesive.

    A method as described in any of claims 1 to 12, further comprising laminating the RFID inlay stock to one layer of material with one or more of the following functions:to support and protect the RFID inlay stock;to provide desired form factors and desired surface properties.
