Method, exchange, telecommunication system and mobile station for temporary selective national roaming at predetermined network operation conditions in a mobile radio communication system

Abstract

The invention relates to a method, an exchange, a telecommunication system and a mobile station for providing a temporary selective national roaming at predetermined network operation conditions, e.g. at network overload in a mobile radio communication system. A first switching means (MSC/VLR) of a home network (HPLMN) performs a negotiation with a second switching means (MSC/VLR') of another network (VPLMN) which has free capacity to handle mobile stations (MS1-MS4) of the first network (HPLMN) which cannot be handled by said first network (HPLMN) during e.g. an overload condition occurring therein. When e.g. the overload condition occurs, a request message (RM) is first sent to the second switching means (MSC/VLR') in order to enquire whether the second network (VPLMN) has enough free capacity to take over mobile stations (MS1-MS4) from the first network (HPLMN). Thus, it can be ensured that mobile stations (MS1-MS4) of the first network (HPLMN) do not cause an overload condition in the second network (VPLMN) when they have been registered in the second network (VPLMN) and receive a service therein.

    Claims A method for temporarily transferring one or more mobile stations (MS) of a first mobile radio communication network (HPLMN) at predetermined operation conditions to at least one second mobile radio communication network (VPLMN), comprising the following steps:a) detecting a predetermined operation condition in the first network (HPLMN) ;b) sending (STl) , from a switching means (MSC/VLR) of the first network (HPLMN) to at least one switching means (MSC/VLR) of the second network (VPLMN) , at least one request message (NoOfSubs, AC, RM) requesting that one or more mobile stations (MS) of said first network (HPLMN) be handled by the second network (VPLMN) when said predetermined operation condition is detected;c) receiving a response message (RPM) by the switching means (MSC/VLR) of first network (HPLMN) from the switching means (MSC/VLR) of the second network (VPLMN) indicating that the second network (VPLMN) grants access to said one or more mobile stations (MS) of the first network (HPLMN) ;and d) registering said one or more mobile stations (MS) of the first network (HPLMN) in the at least one second network (VPLMN) .

    Telecommunication system (Tele) comprising a first and at least one second mobile radio communication network (HPLMN, VPLMN) , wherein one or more mobile stations (MS) of the first network (HPLMN) are temporarily granted access in the second network (VPLMN) at predetermined operation conditions in the first network (HPLMN) , comprising:in the first network (HPLMN) a) an operation condition detection means (ODET) detecting an predetermined operation condition in the first network (HPLMN) ;b) a first switching means (MSC/VLR) including request means (REQ) for sending (STl) to a second switching means (MSC/VLR) of said second network (VPLMN) a request message (NoOfSubs, AC, RM) requesting that one or more mobile stations (MS) of the first network (HPLMN) be handled by the second network (VPLMN) when said predetermined operation condition is detected;and in the at least one second network (VPLMN) : c) a reception means (REC) for receiving (STl) said request message (NoOfSubs, AC, RM) from said first switching means (MSC/VLR) ;d) an access grant means (ACGM) for determining whether the second network (VPLMN) has enough capacity to handle calls of the one or more mobile stations (MS) when said predetermined operation condition is detected and for granting access for the mobile stations (MS) if there is enough capacity;e) a response message sending means (RSM) for sending (ST2) a response message (RPM) to said first switching means (MSC/VLR) indicating that the second network (VPLMN) grants access to one or more mobile stations (MS) of the first network (HPLMN) if said access grant means (ACGM) determines that the capacity is sufficent;and in the first and/or second network (HPLMN, VPLMN) : f) a registering means (REG) for registering (ST9) the one or more mobile stations (MS) when said predetermined operation condition is detected in the second network (VPLMN) .

    An exchange (MSC/VLR) of a first mobile radio communication network (HPLMN) for handing over one or more mobile stations (MS) of a first network (HPLMN) to at least one second mobile radio communication network (VPLMN) at predetermined operation conditions in the first network (HPLMN) , comprising a) an operation condition detection means (ODET) detecting a predetermined operation condition in the first network (HPLMN) ;b) a switching means (MSC/VLR) including request means (REQ) for sending (STl) to a switching means (MSC/VLR) of the second network (VPLMN) a request message (NoOfSubs, AC, RM) requesting that one or more mobile stations (MS) of the first network (HPLMN) be handled by the second network (VPLMN) when the predetermined operation condition is detected;c) a reception means (REC) for receiving (ST2) a response message (RPM) from a switching means (MSC/VLR) of the second network (VPLMN) indicating that the second network (VPLMN) grants access to one or more mobile stations (MS) of the first network (HPLMN) when the predetermined operation condition is detected;and d) a registering means (REG) for registering (ST9) said one or more mobile stations (MS) in the second network (VPLMN) .

    A telecommunication system comprising at least two mobile radio communication networks (HPLMN, VPLMN) , wherein one or more mobile stations (MS) which cannot be handled in one network (HPLMN) are handed over to another network (VPLMN) during predetermined operation conditions in the one network (HPLMN) , wherein at least one network (HPLMN, VPLMN) comprises one or more exchanges (MSC/VLR) according to one or more of claims 45-56.

    A mobile station (MS) for performing communications at normal conditions in a first mobile radio communication network (HPLMN) and at predetermined operation conditions in the first network (HPLMN) in a second mobile radio communication network (VPLMN) , comprising:a) an operation condition detection means (ODET) for detecting a predetermined operation condition in the first network (HPLMN) ;b) transfer request sending means (TR-SM) for sending a transfer request (TR) to a first switching means (MSC/VLR) of said first network (HPLMN) , when said predetermined operation condition is detected, said transfer request (TR) indicating to said first switching means (MSC/VLR) a request that the mobile station (MS) be handed over to the second network (VPLMN) ;c) a search means (SM) for searching (ST5) the second network (VPLMN) ;and d) a registering means (REG) for sending (ST6) a registration message (RGM) to a switching means (MSC/VLR) of the second network (VPLMN) to copy the subscriber data of the mobile station (MS) from the home location register (HLR) of the first network (HPLMN) to a the second network (VPLMN) .

    A method for temporarily transferring one or more mobile stations (MS) of a first mobile radio communication network (HPLMN) at overload conditions to at least one second mobile radio communication network (VPLMN) , comprising the following steps:a) detecting an overload condition in the first network (HPLMN) ;b) sending (STl) , from a switching means (MSC/VLR) of the first network (HPLMN) to at least one switching means (MSC/VLR) of the second network (VPLMN) , at least one request message (NoOfSubs, AC, RM) requesting that one or more mobile stations (MS) of the first network (HPLMN) which cannot be handled in the first network (HPLMN) due to said overload condition be handled by the second network (VPLMN) ;c) receiving a response message (RPM) by the switching means (MSC/VLR) of the first network (HPLMN) from the switching means (MSC/VLR) of the second network (VPLMN) indicating that the second network (VPLMN) grants access to one or more mobile stations (MS) of the first network (HPLMN) which cannot be handled during said overload conditions;and d) registering said one or more mobile stations (MS) , which cannot be handled in the first network (HPLMN) , in the at least one second network (VPLMN) .
