Abstract
FIELD: information technologies. SUBSTANCE: method includes stages of control message reception in terminal from radio network controller (RNC); if control message indicates control of descending communication line speed, stage of descending communication line speed definition according to control message; stage of establishment of field "change mode request" (CMR) of VoIP-packet of ascending communication line, according to speed of descending communication line, and transfer of VoIP-packet of ascending communication line from terminal into RNC; if control message indicates control of ascending communication line speed, stage of ascending communication line speed definition according to control message; and generation of VoIP-packet of ascending communication line, including voice data of ascending communication line, generated according to defined speed of ascending communication line and information of frame type (FT), which indicates certain speed of ascending communication line, and transfer of VoIP-packet of ascending communication line from terminal to RNC. TECHNICAL FIELD OF THE INVENTION
The present invention relates to a mobile communication system supporting the voice service via a packet network, and more particularly to a method and apparatus for controlling speed of a particular voice service.
BACKGROUND
Mobile communication systems are evolving into a high-speed high-quality wireless packet data transmission for providing not only the established voice service, but also data service and multimedia. Universal system of mobile communication (UMTS), which is a mobile communication system of the third generation, which is based on Global System for Mobile Communications (GSM) and General Packet Radio Services (GPRS) and uses wideband code division multiple access channels (CDMA), provides a service in which users of mobile phones or computers can transmit packet-based text, digitized audio / video and multimedia data at a speed of 2 Mbit / s or higher at any point of the globe. UMTS-system uses the concept of a packet-switched access which uses a packet protocol such as Internet Protocol (IP).
In this context, the Third Generation Partnership Project (3GPP), which is responsible for standardization for the UMTS-communication system, there is a discussion on the relationship "Voice over Internet Protocol" (VoIP), which support voice packets using Internet protocol in supporting voice service.
VoIP refers to a communication technique for transmitting voice frames generated in a voice codec after converting the voice frames into IP-packets User Datagram Protocol (UDP) / Real Time Transport Protocol (RTP). With VoIP can provide voice service via a packet network.

CMR field 245 is filled with information, codec mode required for the other side. For example, if the other party has to transmit voice data at 12.2 kbit / s, the CMR field 245 is filled with 7, which is FT0-value associated with 12.2 kbit / s.

SUMMARY OF THE INVENTION
Technical Problem
Because the rate control in conventional VoIP-communication is performed based on "from end node to end node" object placed in the middle of a transmission path can not control the rate. However, in the UMTS-network is the case when RNC should be able to control the AMR-rate closely related to radio resources. According to one aspect of the present invention provides a method for controlling rate of a voice service in a mobile communication system supporting the voice service via a packet network. Radio resource manager 1120 is a device for managing radio resources of cells managed by the RNC, and performs, for example, operation control access to the call.
