Abstract
The system has two classes of member: active and passive. The active members are drivers who have spare space in their vehicles during journeys. The passive members have journeys to make but have no vehicle or do not wish to use their own. The active members inform the central computer of their identity destination and position, via mobile phone or radio. The computer matches the data with passive members' requirements. If there is a match, both members are informed, and the passive member is picked up by the active member and taken to his destination or to a point where another active member will pick him up to continue the journey. The lion's share of this transport, on the other hand, is carried out by means of their own car, whereby the capacity of the occupancy of this car is only used for about twenty-eight percent. If the average occupancy of the cars driving in the Netherlands could be increased to about forty percent, there would no longer be a traffic jam problem and with further increases the existing public transport organizations would have a considerable competitor to fear.
According to the applicant, the solution to the congestion problem for the future is therefore not in what is called more of the same, either wider roads, more jobs per direction of travel or more roads, but in a more creative solution, namely the increase. of the average occupancy of the cars on the road.

The COV consists of a network of participating road users, who can, under certain conditions, participate in or use the COV network.
The COV participants are divided into two categories, namely the active participants and the passive participants. The active participants have a car and can make this car available as a transport cell in the network. The passive participants use the transport services offered. The major difference between the system according to the invention and the known carpooling or corresponding systems is that it is only at the moment of commencement of a trip that it is decided whether or not one wants to participate actively or passively in the COV system.
To enable the said participation on-line, it is required that all active COV participants have a communication device installed in their car, hereinafter referred to as COVCOM, which makes it possible to connect to a wireless telephone line with a communication modem. central computer CENCOM, which coordinates and settles all transport performances of the individual COV participants. The latter set-off is also characteristic of the COV system and this takes place on the basis of a compensation per kilometer moved and for a fare that is competitive with the traditional public transport fare.
