Abstract
A mobile phone system (10) with a mobile phone having internal accounting (12) capabilities for real time call debiting to account for the billing parameters of a mobile phone unit (30) that is operated in a multi zone communication network with a complex rate structure, the mobile phone unit having an internal processor with accessible internal memory for storing the accounting program and call data for each call, the accounting program including an updatable rate table and a complex billing algorithm such as long distance calls, international calls, and charges for roaming per day and/or per minute, where the account status of the mobile phone is calculated in real time for decrementing a debit account, the mobile debit phone having a signal for alerting the user of account status, the mobile phone system including a communication system for activating and programming a new phone unit and upgrading the account status in rate table in the phone unit over the airways.

When the WR_CONF_DflTA command is run, the phone unit is loaded with the necessary data and code, including the complex billing algorithm to allow the phone unit to function as a debit phone upon entry and execution of the DO „DEBIT__MODE command.
The complex billing algorithm factorizes the multiple variables of a phone call from a mobile phone into a billing equation that virtually reflects the factors considered by the network switched public providers and wireless service providers involved (of which you can have more than one involved in a single call). The resulting call charge approximates exactly the sum of actual charges that will be factored by the providers involved allowing for an instant charge calculation.
Naturally, any deviation errors are programmed to favor the calculation system provider to minimize potential e.1 under billing. By incorporating a rate table into telephone unit 30, it is avoided
-3939 dialogue with the provider system which may be a separate entity from the wireless service provider. Since the rate table used by the complex billing algorithm can change at any time, the mobile phone system of this invention provides over-the-air updating of the internal rate table in each telephone unit at the start of the system provider . Each phone unit can be shared and updated by him. system provider during idle hours .. Preferably, the updated rate table is coded<sup>1</sup>) when the user requests an increase in the internal telephone account.
In the description of the complex billing algorithm, the acronyms in Table III were used.

The configuration data for the above registration fields is explained as follows:
International Maximum Digits.- This is the maximum length of a country code. For example, the United States has a country code of 1 while Venezuela has a country code of 58. If these were the only two countries in the world, then the maximum international digit would be
2. This is not the case and you typically have this group of either three or five depending on billing demand.
Minimum of International Digits.- This is the minimum length of a country code. This will be in almost all cases, set to 1.
Maximum Long Distance Digits.- This is the maximum length of a City area code. This varies greatly in third world countries. In the United States of

America will always be set to 3 because all area codes have a length of 3. However, some country area codes vary from 1 digit to 5 or more digits.
Long Distance Minimum Digits.- This is just the opposite of the long distance maximum. Again, for the United States of America it will always be set to 3 but it varies outside the United States of America.
Maximum of Local Digits.- This is the maximum length of digits that it takes to dial a local number. In the United States of America it is set at 7. However, this varies greatly in other countries.
Minimum of Local Digits.- This is the minimum length of digits that it takes to make a local call. This varies greatly even in the United States of America. This can be used to create different billing effects. However, due to the range of the debit phone, this will most likely always be set to 0 or to the United States of America only. (0 would answer for an incoming call).
International Access Code. · This is the required prefix that must be dialed to make a directly dialed international call. From the United States of America a customer could dial 011 + country code + City / area code * local digits to place an international call. This varies greatly from country to country. A length of 7 in the description above provides the system provider with the ability to serve places like the Caribbean. They require a
-4444 7-digit normal number as a prefix. (This is just an example of a place in the Caribbean).
Long Distance Access Code. This is the digit or digits that are required for a user to dial and make a long distance call. From the United States of America, the user would dial a 1 +, sometimes called a 1 + dial. In other countries, this ranges from a simple 0 to a few longer digits, for example 108 for the Philippines.
Long Distance Access Code Required? - In some cellular systems, it is not required to dial the long distance access code to make a long distance call. For example, in San Francisco if one were to request information in Utah, all one would have to do is dial 801-555-1212; 1-80.1-555-1212, would also reach the same place. If the long distance access code is required, the accuracy of the billing algorithm will help.
Third Party / Operator / Calling Card Prefix.- Essentially these are the digits that must be dialed to reach the operator. In the United States of America, 0 is the digit needed to reach the operator. It is also the digit required to make a group call or a credit card call.
Billing Delay.- After x seconds have elapsed, billing will begin. Since the phone does not know exactly when the
-4545 call, this connection has to be approached. If the call is delayed under these x seconds, then the call is not charged to the user. However, if the call lasts x seconds, then the call is loaded to the user the time they are SND to END or the call is interrupted.
Home SID.- This is the cellular ID system that this phone has assigned.
Home Area Code- This is the area code for the cell phone number or MIN, Mobile Identification Number.
Base Access Charge per Minute.- This rate is added to each telephone call made. This is the base rate for the phone call. The only way this rate might not be added is if the billing delay has not been reached.
Additional Long Distance Minute Charge.- This rate is added on top of the basic access rate when the call made is classified as a long distance call.
International Additional Fee per Minute. - This rate is added to the base access rate when the call made is classified as an international call.
Additional Location Fee per Day, - This fee is added to the base access fee when the call is a location call and this charge has not been applied yet.

Additional Location Fee per Minute. - This fee is added on top of the base access fee and enables the additional paging charge per day when the call is a paging call.
Additional Operator Assistance Fee. - This fee is added on top of the base access fee when the call begins with the third party / operator prefix digit or digits or is a surcharge for call connections identified as transfer calls. data or the like.
Closing Date .-- This is the date the phone no longer works. The phone will display DATE „LOCKED and will not be able to be used until it is reprogrammed using HOST or a license number.
Unbilled Area Code.- This is an area code or number that is not billed. This could be set at 800 for the United States. (NOTE: only the long distance part of the charge is not billed).
Last Date the Phone was in Location. This is used to store the last date that the customer charged location per day. If a call is in location and the current day is not equal to the last date the phone was in location, then the location charge per day would apply.
Billed Numbers.- This is a block of at least 5 numbers of 11 digits in length that provide the
-4747 flexibility not to bill for certain called phone numbers. Numbers like 911 or other special numbers such as * 18 for location. Any unbilled number can also be dialed even if the phone is out of money or closed. In this way, if the user's phone runs out of money in debit mode, the user can use that same phone to call an unbilled number, such as customer support to increase their credit on the phone.
Random Number Block.- This is a block of numbers ranging from 1000-9999 that are used in decoding license numbers.
The complex basic billing algorithm calculates call charges for the basic categories of local calls, long distance calls, international calls, and location calls. While the algorithm allows the composition of categories, the types of calls are a complex of factors, for example, incoming long distance location call. The algorithm easily expands to handle other categories, for example data transfer calls, for which deductions or sub-charges may apply.
To classify a call, the following factors covering virtually all situations were considered:
Local Call.- If the digit length of the
-4848 call is less than, or equal to, the maximum of local digits and the length of digits of the call is greater than or equal to the minimum of local digits, so it is a local call.
Long Distance Calling · - First, long distance calls are more troublesome to classify because there are so many possibilities. However, this can be reduced to very few tests.
If the number begins with the long-distance access code, then subtract the length of the long-distance access code from the length of the digits of the call- (that is, if you dial 1-510-838-2400, the length is 11 - 1 - 10).
If the recalculated length of the calling digit is less than or equal to (The Maximum Local Digits + The Maximum Long Distance Digits) and the length of the calling digit is greater than or equal to (The Minimum Local Digits + The Digits of Long Distance Minimum), then:
If the call does not start with the Long Distance Access Code and the Long Distance Access Code Required flag indicates yes, then that call is not a legitimate long distance call. (This is useful in the third world) „
The following special cases are considered:
- Is a .call paging?
If the STD, in which the phone is at the time the call is placed, is not equal to any of the 5
-49 Base SIDs, then the call is paging Operator-Assisted Calls / Third-Party Prefix
If you start any call with the third party prefix, then the call should not be billed at all.
- Delay in Billing
If the call lasts within seconds of the billing delay, then the call does not have to be billed at all.
- Arrow Lock
If the current arrow is equal to or greater than the current lock arrow, the phone should be locked and display LOCKED TO DATE.

Once a call has been classified, as close to 20 of the pressing SND as possible, the charges described above should be tracked on a minute-by-minute basis. One reason could be that if a user gets a dropped call or some unexpected termination of a call, the system provider will want to be able to bill a call as close to it as they can based on the number of minutes the user actually spoke. The phone updates the debit amount every minute, over the minute during a call. In this way, for a local call, the minute-by-minute calculation could be as follows:

-5151 tones in the handset and on the phone screen or by the warning lights if there is less than 5 minutes of time left on the communication channels at the current usage rate.
The mobile telephone system of this invention allows activation on communication channels and dialogue with telephone unit 30 using DTMF signals and the announcement system capability of a mobile telephone with a receiver decoder. The current allowable amount in dollars in the internal account of the telephone unit can be improved on the communication channels. During the DTMF dialogue between the system provider's central processing unit and the user's phone, the encrypted license number of the user's phone is transferred and verified. The user's account is reviewed to determine if the improvement is guaranteed or is indicated as a credit risk. The upgrade amount is encrypted and adapted to the encrypted license number, and transferred to the user along with any upgrades to the rate catalog.
When the user depletes the amount in the internal account of the telephone unit 30, the telephone unit is locked and the visual indicator 33 shows LOCKED EMPTY. The telephone unit 30 is placed in the advertisement service mode allowing the customer service to be used for an account upgrade.
Similarly, when the usage period expires, the
-5252 telephone unit 30 is locked and visual indicator 33 displays LOCKED TO DATE, and is placed in the advertisement service mode. When the user has a low account status, they voluntarily enter the advertisement service mode and contact the customer service department for an account increase.
If desired, the telephone unit, when in the involuntary announcement service mode, may have restricted the announcement service function, allowing only 1 communication to the service center and receipt of a license number. This disables the phone, even as an announcer and prevents theft in the rental area. Alternatively, the telephone unit when locked can retain all of its announcement service capabilities.
It is to be understood that not all the gains from data insurance are considered here and that the security measures to be implemented depend on the means of use, and the position of the system provider in the service network. Enhancements are phone specific and are verified internally on the phone using unique parameters for the phone unit. The license numbers after verification are not stored or known by the user except in encrypted form.
The mobile phone system of this invention provides considerable flexibility for the features described. Phone retailers can sell and activate phones in the
-5353 place without © special team. Additionally, phones with internal accounting take into account prepaid service and call usage charges allowing the retailer to form a credit judgment or cash sales regardless of the service provider. Additionally, the work of the system provider may be assumed by the retailer, the service provider or an independent entity that assumes the risk or provides only cash prepayment transactions.
Although, in the foregoing, the embodiments of the present invention have been set forth in considerable detail for the purpose of making a complete description of the invention, it may be apparent to those skilled in the art that numerous changes can be made in such detail without deviation of the spirit and principles of the invention.
