Abstract
PCT No. PCT/GB95/00422 Sec. 371 Date Jan. 29, 1996 Sec. 102(e) Date Jan. 29, 1996 PCT Filed Feb. 28, 1995 PCT Pub. No. WO95/24093 PCT Pub. Date Sep. 8, 1995A telephone charging system prices calls made by customers in a telecommunications network. The system includes a local exchange which provides a call record for each call, a database containing details of the customers of the network, a database which contains the locations of the individual numbers, details of routes between the numbers and a set of tariffs for pricing calls, a processor which receives call records from the local exchange and data from the databases and uses the call records and data to price calls, and a store for storing details of the priced calls. In order to price a typical call, the processor evaluates a factor relating to the type of service used in the call, a factor relating to the type of customer, a factor relating to the locations of the calling and called number in the network and a factor relating to the day on which the call is made. The values of the factors are used to select the tariff from the set of call tariff stored in database and the call is then priced in accordance with this tariff.

This program is described below. In pricing each call, the program evaluates up to four factors .. This element is then used to price the call one or more charges Used to select a table. This element of the service used in the call Type-related elements SF (service elements), related to the details of calls made by customers Element Custf (customer element), call number and call in the network The element NF (network element) related to the position of the number given and the call was made It has an element CF (calendar element) related to the date of the hour. Each person The price of the story has one or more components. First, price the call Therefore, the element SCN is found. This element SCN is also used in calls Related to the type of service. This element SCN is then the structure of each price Factors that are used to select the appropriate price list and should be evaluated because of the factors It is used to select an algorithm from a set of algorithms that it defines. This Algorithms are also combined to give the full price of the price components Also define the method. The algorithm requires each value of SCN. Book In embodiments, the element SCN has three values, and they have three. Algorithm. In the form bear of this implementation, the element SCN is the same as the PSTN and ISDN calls. Found by method. As mentioned above, some calls are networked Have calls related to services, other calls are unreachable related to network services Have a story. Required by using the data contained in the call record field 25 Element SCNs are found as shown in Table 1 below. With improvements, the element SCN has different values for PSTN and ISDN calls. It is possible to take it. Each of the values of SCN1 to SCN3 is related to the algorithm. Element SCN After finding, the appropriate algorithm is selected. In this embodiment , The algorithm is stored in the processor 16. Alternative, Argori Is stored in network database 14 and searched when needed To. The flowchart for the algorithm related to the values of SCN1 to SCN3 They are shown in FIGS. 3 to 5, respectively, and these will be described below. In the algorithm related to the value of SCN1, this is one in price Only the components of. After entering the algorithm, a set of steps S9 to In Tep S12, the values for the elements SF, CustF, NF and CF are evaluated. Will be done. Methods for evaluating these factors are further described below. Next, step In S13, the values for the elements SF, CustF, NF and CF are netwa Used to select one price list from the price list stored in the database 14. Used. In step S14, the call price PA is the same as the selected price list. Given in columns 27 and 28 of data and call records for starting a call Calculated according to the connection time of the incoming call. For details on how to calculate the price, see below. Is stated in. In the algorithm related to the value of SCN2, these are for each call There are two components for price. Referring to FIG. 4, a set of steps S19 After entering the algorithm in S22, the elements SF, CustF, NF and And the value for CF is evaluated. Next, in step S23, the price list is the price. Factors SF, CustF, NF and CF for calculating the first component PA1 of It is selected according to the value of. This component is then calculated in stepS24 Will be done. Next, in stepS25, the values for elements NF and CF are both Is also set to a null value. The result of setting these factors to this value is the value Not used when selecting a tariff for calculating the second component PA2 of the case I. Next, in step S26, the charge for calculating the second component of the price. The gold table is selected and the second component PA2 is calculated in stepS27 Is done. This second component is for supplementary services. Finally, Ste In PS28, the call price PA is the sum of the components PA1 and PA2. Can be found by Therefore, in this algorithm, there are two The components of are combined by being added together. In the algorithm associated with the SCN3 value, there are only components for price. It is only one. After entering this algorithm, the set of steps S29 and S30 Then, the elements of SF and Custf are evaluated. Next, in step S31 Therefore, null values are set in both the elements NF and CF. Therefore, these elements Not used when selecting a price list. This price list is in step S32 The price PA selected and calculated in step S33. Step S The price calculated in 33 is for supplementary services. In Table 1, only three values are given for the element SCN. Places on the network where special types of calls are available, such as credit Tocard calls, but these are one or more for each special type of call It will be the value of the element SCN of. Element SCN value Each of these values is its own Will have the algorithm of. Now, referring to FIG. 6, a flowchart for evaluating the element SF is shown. ing. In step S35, the element SF is the service subtype of call recording. Determined from the data given in column 25. The values for element SF are below It is shown in Table 2. Due to improvements, the service element SF is different for PSTN and ISDN calls The service type column 24 also evaluates the service element SF because it has a value of Used when doing. Now, with reference to FIG. 7, a flowchart for evaluating the element Custf is shown. Has been done. In the network described in this embodiment, There are two types of customers: residential and business. These two ties The values for the customer element Custf are shown in Table 3 below. In step S41, the customer details of the call number are checked from the database 12. The elements Custf are searched and set according to the values given in Table 3 above. Will be Each customer usually contracts for one or more options and gives each customer Therefore, the details of the contracted option are retained in the customer database 12. ing. Each option is assigned an option number and some Options and related option numbers are presented in Table 4 below. There is. All customers generally subscribe to basic options. Option numbers 2 and 3 The explanations of, 4 and 6 are clear from Table 4 above. In option number 5 Billed at reduced rates between midnight and 4am and between 10pm and midnight Will be done. Also, the diff used when the customer does not have the contracted option Ortho options will be offered. In step S42, one of the options contracted by the customer with the calling number One or more numbers are retrieved from the customer database 12 and the element Cu It is stored with the value of stf. In addition to the options that customers contract, all customers can get it. It is a "global" option that can be done. Examples of such options are the capital and neck Calls to and from the capital and calls at reduced rates for a limited period on Sunday. The global option is the network database 1 in step S43. It is searched from 4. This option is sorted by predecessor. Now, referring to FIG. 8, a method for evaluating the element NF is shown here. First, in step S50, the number whose details are called or the target number It is searched from the network database 14. Described in this embodiment Calls to confirm the destination number are free of charge on the network. next , In step S51, a check is made to determine if the call is free. It is done. If the call is free, this will be done in step S52. The flag is set to indicate. This call is then priced as free gold Will be done. If this call is not free, the program will step S5 Continue to 3. In step S53, the sub-element NR is each option contracted by the customer. Evaluated for Yong. This sub-element NR is the calling number and the called number Related to the route between. Illustrative values for subelement NR are shown in Table 5 below. Is presented. Therefore, if there is no special route obtained between the two numbers, the sub-element NR will be It is set to the value of NR2. For calls between London and either within the United Kingdom Is set to the value of NR3 for the sub-element NR. For calls between capitals, sub The element NR has a value specific to the town. In the example of Table 5, the sub-element NR is Set to a value of NR4 for calls between London and Grasslow. The values of the sub-element NR are arranged in the order of their predecessors. In this embodiment, the priority is Increases with value. Two or more values for subelement NR are for a particular call Has the highest priority when applied to a particular option The value is used. Applicable values for subelement NR for some options There will be no. Then, such an option is provided in step S53. , Will be removed. Element F is then evaluated in step S54 for each option. Will be done. For each option, the element NF is called the call number, called It is evaluated mainly on the basis of the distance between the number and the value of the sub-element NR. This distance The call number from database 14 and the geographical location of the call number Calculated by searching. These positions will be the actual positions of the numbers .. Alternatively, the network is divided into smaller areas, and each number The position of is then the central part in the area where the number is located. Two numbers From the geographical location, the distance between the two numbers is calculated. How many for element NF An exemplary value is given in Table 6 below for networks located in the United Kingdom. available. The values of NF1 to NF4 of the elements NF presented in Table 6 above are self-evident. For some calls, the value of element NF is the distance between calls between the UK and other countries. This value is set according to the country of the number called, independent of separation. Therefore, For calls for mobile phones, the element NF is set to the value of NF5 and to France The element NF is set to the value of NF6 for the call. Some values of the element are the root tie between the called number and the called number The distance between the called number and the called number is not exactly the same. Therefore, NF3 applies only to routes between capitals, and NF4 is London and Grass. Applies only to calls to and from Law. The value of NF that depends on the type of route is Special if NF is within the range of subelement NR values for the option of Selected for various options. Therefore, according to the present embodiment, the element N The value of NF4 for F may be that the subelement for NF4 has the value of NR4 For example, it is simply selected for a particular option. Elements that depend on the type of route The value of NF is selected and is applicable in preference to the value that does not depend on the route type. To. The value of the element NF, which depends on the type of route, is also sent preferentially. This implementation In morphology, the value of NF4 takes precedence over the value of NF3. Therefore, the sub-element NR is recognized to be used when selecting the value of the element NF. To. For each option, these are single values for element NF. Now, referring to FIG. 9, a flowchart for evaluating the element CF is shown. ing. An exemplary set of values for this element is shown in Table 7 below. The data in Table 7 is stored in the network database 14. Some values only exist if the call number is located in a particular country It is effective. For example, January 2, 1995 is a holiday in Scotland. But in other UK countries it is not a holiday. For the CF11 value, the call number is It is valid only when it is located in Tland. In step S60, all the values of the element CF are the call date and the call number. Found for the country of the issue. For some days, these are the elements CF Is the only value for. For other days, this is greater than one value. For example For Sunday, May 1, 1994, the element CF has CF1 and CF8 values. Have. If the call lasts more than two days, it is split into different days and element C A value of F can be found for each individual day. Each option has a period of time during which it is valid. For example, special Certain options are only valid on Wednesdays. In step S61, each The period during which these options are valid is searched from database 14. Element C Some ops found for F that cannot be applied on some days Is removed. In step S62, each remaining option Is associated with one or more values of element CF. For the reasons mentioned below The values of the element CF are arranged in the order of their predecessors. Therefore, after step S62, the price For each component, for each option, these are elements S A set of values that can be applied to one of F, CustF, NF and CF To. In the case of some options, these are applicable to more than one element CF A value, and therefore a set of two or more values for various elements. As mentioned above, the network database 14 priced the call. It has a set of price list. Each price list is for the whole day at the time of its connection A set of full rates or supplementary services for pricing calls according to the interval Give a set of prices for. Fees for pricing calls according to their connection time In the example of the gold table, each day has a different rate that applies to different periods. It is divided into one or more periods together with For example, calls are relatively high during the day During peak periods between 9am and 10pm, calls are cheap from 8am to 9am Billed at the lowest rate for the standard period between 1 pm and 6 pm Minutes during the cheap period between midnight to 8 am and 6 pm to midnight, which is a call Be split. Each call has a fixed amount of 10ms for each period Karu. By using 10 ms as the billing period, for all actual purposes The cost of the call is exactly the same as the connection time. Alternatively, the call is first Priced with a fixed total of amounts for a long period of time, eg 60 seconds, and then It is priced in a fixed amount for each additional period of 10 ms. Each price list included in the network database 14 is a price number. have. Each charge number is a combination of applicable elements and option numbers Is associated with a particular set of values for. Values and e for price list numbers and elements Option numbers are presented in Table 8 below. Therefore, appropriate for each option for a particular component of the call The price list is searched from the network database 14. If a particular option If the value is associated with the value of a pair of two or more different elements, then the price list Is searched for the value of the element CF with the highest priority. Some opsi Price lists are found for the value pairs of the various elements corresponding to each other, and these are Not a proper price list. Therefore, for the component of the call having option number 2, this individuality element The elements SF, CustF, NF and CF for are SF1 and Cust, respectively. It is F2, NF2 and CF5, and the price list number 123 is searched. According to other examples For example, for the components of the call to which option number 1 applies, the elements SF and C Only ustf should be used when selecting a price list, these are each It has the values of SF2 and CustF1, and then the price list number 140 is searched. .. Price list number 140 is for supplementary services. Now, referring to FIG. 10, the prices of the components of the call according to the connection time of the call A flowchart for calculation is shown. Therefore, the flow shown in FIG. -The chart is, for example, step S14 shown in FIG. 3 or the screen shown in FIG. Matches Tep S24. As mentioned above, each option has a period for it to be valid. ing. Each price list is also divided into billing periods. Step S71 smell For each day of the call, the call is a segment according to the billing period, and It is also divided into applicable optional time zones. For example, as shown in FIG. So, if the call starts at 17:35 and ends at 18:30, This call has two time segments, one starting at 1735 and 180 It ends at 0, one starts at 1800 and ends at 1830. In the example shown in FIG. The standard billing period and option number 1 apply to the first segment. Option numbers 1 and 2 and billing rates for cheaper periods are suitable for the second segment Used. Then, in step S72, the price applies for the first segment of the call. Calculated for each possible option. If during this segment , When the call is simply charged with a fixed amount for the first 10 seconds, then A 10ms unit whose price is dropped during the connection time of the first segment It can be found by multiplying the amount fixed by the number of. For other examples According to the law, when a call is charged with a first fixed amount for the first 10 seconds, Then a second fixed for each of the additional 10ms periods, and at the time of connection When the interval is longer than 10s, then the price is the first fixed quantity and segment. Second fixed multiplied by the number of remaining units of 10 ms within the connection time of It can be found by adding up the added amounts. If the first segment If the connection time is less than 10 seconds, it will fall into the first segment for 10 seconds The percentage is billed as the percentage of the first fixed amount and the remaining 10 seconds goes to the next segment You will be billed according to the applicable billing rate. Call prices are also billed on a periodic basis. For example, a specific segment After the end of each 60-second interval, the next 5 seconds will be free of charge. If more than one option is applicable in the first segment, Next, it is necessary to select the price. In step S73, the price is the highest Is also selected by choosing the option with the highest priority. As standard , Not necessary, but this is the cheapest price. Next, in step S74, there are more segments to be billed. A check is made to determine if it is. If some more If there is a segment, in step S75, in step S72 Determined for each of the applicable options in a manner similar to that described. Then, in step S76, if there are two or more prices for the segment In this case, the value is calculated by the same method as that described in step S73. The case is selected. The program then returns to step S74. When there are no more segments to be priced, this program will Following step S77, the prices for the various components are added together. If the call lasts more than 2 days, the price will be calculated separately for each day And the prices for the individual days are added to each other. If the price list gives a price for a supplementary service, then the price of the call component The method of calculation will be described below. Because of this, the procedure Is step S27 shown in FIG. 4 or step shown in FIG. Matches S33. The supplementary service is searched from the call record column 26. Next, supplement Find for the option with the highest priority price for foot service Be done. As mentioned in the example above, four factors are used in selecting a price list Will be done. Depending on the method of improvement, one or more additional elements are featured in the price list, column That of the call log generated by the local switch, which is the bit defined or in the column Used in selecting the value of each additional element. For example, these are An element related to the type of bearer used in the story. This element is bear If the cellar is a bearer for a voice call, it has one value, and the bearer is a data communication. If it is a bearer for talking, it has other values.

Book Actual In the form of alms, the element SCN has three values, and they have three values. It is an algorithm. The search method for the element SCN will be described below. This search method has three algorithms According to the description of the flowchart for, then the respective elements SF, Custf , NF and CF are described. After this, the price list Describes how to select and evaluate each component of the call price Will be able to. In this embodiment, the element SCN is similar to PSTN and ISDN calls. After entering the algorithm, a set of steps S9 to In Teb S12, the values for the elements SF, CustF, NF and CF are evaluated. Will be done. Methods for evaluating these factors are further described below. Next, step In S13, the values for the elements SF, CustF, NF and CF are netwa. Used to select one price list from the price list stored in the database 14. By the method of improvement, the service element SF is a PSTN call and an ISDN call. The service type column 24 also has a service element SF because it has different values. Used when evaluating. Now, with reference to FIG. 7, a flowchart for evaluating the element Custf is shown. Has been done. In the network described in this embodiment, These are two types of customers: residential and business. These 2 The values for the two types of customer elements Custf are shown in Table 3 below. To. This call is then priced as no charge Be kicked. If this call is not free, this program will step S Continue to 53. Some values of the element are the root tie between the called number and the called number It depends on the call number and is not the distance between the called number. Matches Teb S24.
