    Claims:1. An apparatus for imparting forces and moments to a surface comprising: a surface comprising first and second regions;and a standoff coupled with said surface first region;and an actuator comprising electrical conductors;and at least one conductor is coupled with said surface second region;and at least one conductor is coupled with said standoff;and said conductors are positioned proximate with each other;and said actuator is electrically coupled with a deicing control system.

    An aircraft leading edge deicing apparatus comprising:a leading edge comprising a skin;and said skin comprising first and second regions;and a first standoff coupled with said skin first region;and an actuator comprising electrical conductors;and at least one conductor is coupled with said skin second region;and at least one conductor is coupled with said first standoff;and said conductors are positioned proximate with each other;and said actuator is electrically coupled with a deicing control system.

    The method of deicing an aircraft leading edge comprising:providing an aircraft leading edge deicing apparatus comprising: a leading edge comprising a skin;and said skin comprising first and second regions;and a first standoff coupled with said skin first region;and an actuator comprising electrical conductors;and at least one conductor is coupled with said skin second region;and at least one conductor is coupled with said first standoff;and said conductors are positioned proximate with each other;and said actuator is electrically coupled with a deicing control system. 02852716\6-01 creating forces in said conductors by passing current pulses through said conductors;and imparting forces and moments into said skin first and second regions deicing said surface.
