A method for computing a set of chroma quantization parameter (QP) values for a plurality of video units in a video coding hierarchy in a video picture (102), the video coding hierarchy having a first video coding level (102) encompassing a second video coding level (112) and a third video coding level (121, 122, 123), the second coding level (112) also encompassing the third coding level, the plurality of video units comprising a plurality of quantization groups at the third video coding level of the video coding hierarchy, the video coding hierarchy specifying QP offset values for each of the first, second, and third levels of the video coding hierarchy, the method comprising:identifying one initial set of chroma QP offset values (132) at each of the first and second levels of the video coding hierarchy in a video picture (102), each initial set of chroma QP offset values (132) for specifying chroma QPs of video units encompassed by one level of the video coding hierarchy;for each of the plurality of quantization groups, identifying an additional chroma QP offset value (141, 142, 143) for the quantization group (121, 122, 123), each quantization group comprising a particular set of video units in the plurality of video units in the video picture (102), wherein different additional chroma QP offset values are identified for at least two quantization groups;and for each video unit in the plurality of video units, computing a set of chroma QP values (161, 162, 163) by adding (i) the initial set of chroma QP offset values that was identified for the plurality of video units, (ii) the additional set of chroma QP offset values that was identified for the quantization group to which the video unit belongs, and (iii) a luma QP value (151, 152, 153) applicable to the video unit. 244101/2

    A method for computing a set of chroma quantization parameters (QPs) for sets of video coding units in a video coding hierarchy in a video picture (102), the video coding hierarchy having a first video coding level (102) encompassing a second video coding level (112) and a third video coding level (121, 122, 123), the second video coding level (112) also encompassing the third video coding level, each set of video coding units comprising a quantization group (121, 122, 123) at the third video coding level of the video coding hierarchy, the video coding hierarchy specifying QP offset values for each of the first, second, and third levels of the video coding hierarchy, the method comprising:identifying a first set of chroma QP offset values (132) for a first video data unit at the first level of the video coding hierarchy in a video picture (102);identifying a second set of chroma QP offset values applicable to a second video data unit at the second level (112) of the video coding hierarchy, wherein the first video data unit (102) encompasses the second video data unit;for each of a plurality of quantization groups, identifying a third set of chroma QP offset values (141, 142, 143) applicable to the quantization group (121, 122, 123), wherein the quantization group (121, 122, 123) comprises a particular set of video coding units encompassed by the second video data unit, wherein different additional chroma QP offset values are identified for at least two quantization groups;and computing a set of chroma QPs for a plurality of sets of video coding units based on the first, second, and third sets of chroma QP offset values identified for the video coding unit and a 244101/2 luma QP value (151, 152, 153).

    A decoder for decoding a video coding hierarchy, the video coding hierarchy having a first video coding level (102) encompassing a second video coding level (112) and a third video coding level (121, 122, 123), the second video coding level (112) also encompassing the third video coding level, the third video coding level comprising quantization groups (121, 122, 123) encompassed by both the second level (112) and the first level (102), the video coding hierarchy specifying quantization parameter (QP) offset values for each of the first, second, and third levels of the video coding hierarchy, the decoder comprising:a set of processing units;and a machine readable medium storing a program for execution by at least one of the 244101/2 processing units, the program comprising sets of instructions for: identifying a first set of chroma QP offset values (132) for a particular video picture (102);for each of a plurality of quantization groups, identifying a second set of chroma QP offset values (141, 142, 143)specific to the quantization group, each quantization group (121, 122, 123) comprising a particular set of coding units in the particular picture (102), wherein different additional chroma QP offset values are identified for at least two quantization groups;identifying a third set of chroma QP offset values for a slice (112) that comprises each set of coding units;and decoding each set of coding units by computing a set of chroma QPs by adding the first, second and third sets of chroma QP offset values for the set of coding units to a luma QP value (151, 152, 153) applicable to the set of coding units.
