A method for encoding a video stream using scene types, the method comprising: receiving an input video stream;5 receiving scene boundary information that indicates positions in the input video stream where scene transitions occur and target bit rate for each scene;dividing the input video stream into a plurality of image sections based on the scene boundary information, each image section comprising a plurality of temporally contiguous image frames;10 detecting a respective optical resolution associated with each image section of the plurality of image sections within the scene, the respective optical resolution being a resolution at which one or more image frames within each image section can continuously resolve details of an associated image section;determining a respective target bit rate for each scene of the plurality of image 15 sections based on the respective optical resolution of one or more image sections and image frames within each scene;encoding each image section of the plurality of image sections according to the respective optical resolution associated with the respective image section;and encoding each image section of the plurality of image sections according to the 20 respective target bit rate.

    A video encoding apparatus for encoding a video stream using scene types, the apparatus comprising:an input module for receiving an input video stream and scene boundary information that indicates positions in the input video stream where scene transitions occur and a respective target bit rate for each scene;a video processing module to divide the input video stream into a plurality of image sections based on the scene boundary information, each image section comprising a plurality of temporally contiguous image frames, the video processing module further configured to detect a respective optical resolution of the image frames within each section of the plurality of image sections, the respective optical resolution being a resolution at which one or more image sections of the image frames within each scene can continuously resolve details of an associated image;and a video encoding module to encode each of the plurality of image sections according to a respective target bit rate associated with each section of the image 02241436\83-01 227673/2 - 19 - sections, the video encoding module further configured to determine the respective target bit rate for each image section based on the respective optical resolution of the one or more image section within each image frame or scene.
