A method comprising:transmitting, by a wireless device and to a base station, one or more preambles in parallel with one or more transport blocks;receiving, by the wireless device, a media access control (MAC) packet data unit comprising: one or more MAC subheaders;and one or more random access responses (RARs), wherein each RAR of the one or more RARs is associated with a MAC subheader of the one or more MAC subheaders;determining, based on a first field in a first MAC subheader of the one or more MAC subheaders, a type of a random access procedure of a first RAR of the one or more RARs, wherein the first RAR is associated with the first MAC subheader, and wherein the type of the random access procedure is determined from among a plurality of types of random access procedures comprising at least a two-step random access procedure and a four-step random access procedure;and determining, based on the first field, that the random access procedure has completed.

    A method comprising:transmitting, by a wireless device and to a base station, a first transmission comprising: a first random access preamble (RAP) comprising a first random access preamble identifier (RAPID);and one or more transport blocks;receiving a media access control (MAC) packet data unit comprising: one or more MAC subheaders;and one or more random access responses (RARs), wherein each RAR of the one or more RARs is associated with a MAC subheader of the one or more MAC subheaders;determining, based on a first field in a first MAC subheader of the one or more MAC subheaders, a type of a random access procedure of a first RAR of the one or more RARs, wherein the first RAR is associated with the first MAC subheader, and wherein the type of the random access procedure is determined from among a plurality of types of random access procedures comprising at least a two-step random access procedure and a four-step random access procedure;determining, based on the type of the random access procedure of the first RAR and based on the first RAPID of the first RAP, whether the first transmission was successful in delivering the one or more transport blocks to the base station;and transmitting, to the base station and based on the type of the random access procedure of the first RAR, one or more messages.

    A method comprising:receiving, by a base station and from a wireless device, a random access preamble(RAP);determining a type of a random access procedure, from among a plurality of types of random access procedures comprising at least a two-step random access procedure and a four- step random access procedure, for communicating with the wireless device;and transmitting, based on die RAP, a media access control (MAC) packet data unit comprising: one or more MAC subheaders, wherein a first field in a first MAC subheader of the one or more MAC subheaders comprises an indication of the type of the random access procedure;and one or more random access responses (RARs), wherein each RAR of the one or more RARs is associated with a MAC subheader of the one or more MAC subheaders.

    The method of claim IS, wherein a second field in the MAC subheader comprises:the first field;and the first RAPID.

    The method of claim IS, further comprising:receiving, by the base station and based on the indication of the type of the random access procedure indicating the two-step random access procedure, a first transmission comprising a second RAP and one or more transport blocks.

A method comprising:receiving, by a first base station associated with a first cell and from a wireless device, a first message comprising a measurement report based on one or more second cells;determining, based on the measurement report, to handover the wireless device from the first cell to a second cell of the one or more second cells;transmitting, by the first base station and to a third device, a second message comprising an indication for the handover;receiving, by the first base station and from the third device, a third message indicating a type of a random access procedure for the handover, wherein the type of the random access procedure comprises a two-step random access procedure or a four-step random access procedure;and transmitting, by the first base station and to the wireless device, a fourth message comprising: one or more parameters indicating the type of the random access procedure for the handover;and a command to proceed with the handover.

    36. The method of claim 35, wherein the timing advance information comprises one or more of:an indication of a zero timing advance;or a value for a timing advance, wherein the value is estimated by the first base station or the third device.

A method comprising:receiving, by a network device and from a first base station associated with a first cell, a first message comprising an indication for a handover of a wireless device from the first cell to a second cell of one or more second cells;determining, by the network device and based on the first message, to proceed with the handover;and transmitting, by the network device and to the first base station, a second message comprising: an acknowledgement for the handover;and one or more parameters indicating a type of a random access procedure for the handover, wherein the type of the random access procedure comprises a two-step random access procedure or a four-step random access procedure.

    38. The method of claim 37, wherein:the network device comprises a second base station that is associated with the second cell;and the second message comprises a handover request.

The method of claim 39, further comprising:transmitting, by the core network device, to a second base station, and based on the first message, a third message comprising a handover request;and receiving, by the core network device and from the second base station, a fourth message indicating the type of the random access procedure for the handover and comprising an acknowledgement of a request for a handover request.

A method comprising:receiving, by a wireless device and from a base station, one or more first messages comprising: one or more first parameters for a two-step random access procedure;one or more second parameters for a four-step random access procedure;and a first threshold power level;determining, based on the one or more first parameters for the two-step random access procedure, a first transmission power associated with the two-step random access procedure;determining, based on a comparison of the first transmission power and the first threshold power level, a type of random access procedure, wherein the type of random access procedure comprises the two-step random access procedure or the four-step random access procedure;and transmitting, by the wireless device and to the base station, a second message employing the determined type of random access procedure.

    42. The method of claim 41 , wherein determining the type of random access procedure comprises:determining, based on the first transmission power exceeding the first threshold power level, the type of random access procedure to be the four-step random access procedure.

    45. The method of claim 44, further comprising:comparing the third transmission power with a second threshold power level;and re-transmitting, based on the third transmission power being below the second threshold power level, the second message via the four-step random access procedure.

A method comprising:receiving, by a wireless device and from a base station, one or more first messages comprising: one or more first parameters for a two-step random access procedure;and one or more second parameters for a four-step random access procedure;determining, during a first time period, a first transmission power for transmitting a second message, wherein the second message is based on the one or more first parameters for the two-step random access procedure;comparing the first transmission power to a threshold to determine whether the first transmission power exceeds the threshold;and transmitting, to the base station and based on determining that the first transmission power exceeds the threshold, a third message, wherein the third message is based on the one or more second parameters for the four-step random access procedure.

The method of claim 48, further comprising:determining, during a second time period, a second transmission power for transmitting a fourth message, wherein the fourth message is based on the one or more first parameters for the two-step random access procedure;and transmitting, to the base station and based on determining that the second transmission power does not exceed the threshold, the fourth message.

    50. The method of claim 49, further comprising:dropping, based on the second transmission power exceeding the threshold, at least one transport block from the fourth message.

The method of claim 55, further comprising:determining, during a second time period, a fourth transmission power comprising: a fifth transmission power for a second preamble for the two-step random access procedure;and a sixth transmission power for at least one second transport block;selecting, based on the fourth transmission power being lower than or equal to the first threshold: the second preamble for the two-step random access procedure;and a second resource for the two-step random access procedure;and transmitting, by the wireless device and via the second resource for the two-step random access procedure, the second preamble for the two-step random access procedure.
