    An insulating panel (1) comprising a wood wool layer secured to a thermal insulating layer (12), in which - the wood wool layer (10) comprises wood wool fibres held together by an inorganic binder and arranged in an irregular geometry to form an open-pore, three-dimensional structure having a porosity of greater than 30% by volume;and - the thermal insulating layer (12) comprises a foam layer, characterised in that a fire resistant material (11) in a quantity of between 0.8 kg/m 2 and 8 kg/m 2 is positioned between the wood wool layer and the thermal insulating layer, notably a fire resistant material comprising cement, Portland cement, white cement, grey cement, magnesia, caustic magnesia, silicates, gypsum or combinations thereof.

    The insulating panel (1) in accordance with any preceding claim, wherein the fire resistant material (11) has a thickness which is ≥ 0.5mm, ≥ 1mm or ≥ 2mm and/or which is ≤ 8mm, ≤ 5mm or ≤ 4mm.

    The insulating panel (1) in accordance with any preceding claim, wherein the wood wool fibres comprise wood wool fibres having:- a length of at least 2.5 cm, at least 7 cm or at least 10 cm, and/or no more than 50 cm, no more than 30 cm or no more than 20 cm;and/or - a width of at least 1 mm or at least 2 mm and/or no more than 10 mm, no more than 6 mm or no more than 4 mm;and/or - a thickness of at least 0.1 mm or at least 0.5 mm and/or no more than 3 mm or no more than 1 mm.

    The insulating panel (1) in accordance with any preceding claim, wherein the thermal insulating layer has a density which is:≤ 60 kg/m 3 , ≤ 55 kg/m 3 , ≤ 50 kg/m 3 , ≤ 45 kg/m 3 , ≤ 40 kg/m 3 or ≤ 35 kg/m 3 and/or which is ≥ 8 kg/m 3 or ≥ 10 kg/m 3 .

    A method of manufacturing an insulating panel (1), notably the insulating panel (1) in accordance with any of claims 1 to 14, comprising a wood wool layer (10) secured to a thermal insulating layer (12) comprising:- applying a fire resistant material in a liquid form (11) to a first layer selected from a wood wool layer (10) and a thermal insulating layer (12), the fire resistant material being selected from the group consisting of cement, white cement, grey cement, magnesia, caustic magnesia, silicates, gypsum and combination thereof;- subsequently applying a second layer selected from a wood wool layer (10) and a thermal insulating layer (12) over the fire resistant material (11) in a liquid form to form a sandwich structure comprising the fire resistant material (11) in a liquid form sandwiched between a wood wool layer (10) and a thermal insulating layer (12);- subsequently drying the fire resistant material in a liquid form so as to form a fire resistant layer sandwiched between and bonded to the wood wool layer (10) and to the thermal insulating layer (12).
