A system, comprising: a patch of electrodes for placement on tissue containing neural tissue;a tissue tester configured to measure an electrical characteristic of t ssue, the tissue tester including a test controller and switches, wherein the test controller and the switches are configured to connect different combinations of the electrodes to create subsets of two or more electrodes to measure the electrical characteristic of tissue using the subsets, the test controller being configured to: measure an electrical characteristic of tissue using the subsets within the set of electrodes placed on the tissue;and compare measurements of the electrical characteristic and identify a neural target for a therapy based on the comparison of the measurements of the electrical characteristic for tissue at the neural target relative to adjacent non-neural tissue,

    The system according to any of claims 1-2, further comprising a therapy delivery module configured to deliver a therapy to the neural target, wherein the therapy selected from the group of therapies comprising:a neural stimulation therapy configured to elicit nerve traffic at the neural target;a neural stimulation therapy to decrease or block nerve traffic in the neural target;and an ablation therapy delivered to the neural target,

    The system according to any of claims 1-3, wherein:the patch of electrodes includes therapy electrodes and mapping electrodes interspersed among the therapy electrodes;the therapy delivery module is configured to deliver the therapy using at least one of the therapy electrodes;the tissue tester is configured to measure the electrical characteristic of tissue using the mapping electrodes;and the system is further configured to select the at least one of the therapy electrodes for use in deliver the therapy based on the measurements.

    The system according to any of claims 1 -6, wherein the electrodes include electrodes that are within a range of about 0.2 mm to about 0.4 mm wide, and are separated from each other by about 1 mm to about 2 mm.

    The system according to any of claims 1-7, wherein the patch includes a patch with an area of at feast 0.04 cm 2 patch.

    The system according to any of claims 1-8, wherein the tissue tester is configured to deliver a test current using at least two frequencies within a frequency range between about 5 kHz and 1 MHz, and is further configured to measure the electrical characteristic of tissue for each of the at least two frequencies.

    An ablation system, comprising:an ablation catheter with electrodes, including electrodes configured to map tissue and electrodes configured ablate tissue;a tissue tester configured to measure an electrical characteristic of tissue, the tissue tester including a test controller, the test controller being configured to measure an electrical characteristic of tissue on or near a heart using electrodes on the ablation catheter, the test controller being configured to compensate to reduce variations in the measured electrical characteristic caused by changed in cardiac activity, wherein the measured electrical characteristic is useful to identify a neural target for the ablation therapy based on the comparison of the measurements of the electrical characteristic for tissue at the neural target relative to adjacent non-neural tissue;and an ablation energy source and an ablation control configured to control an ablation procedure to ablate the identified neural target for the ablation therapy.

    13, The system according to any of claims 10-12, wherein the testing timing control module configured to use the sensed cardiac activity to determine whether heart rate is within a desired range, wherein the system is configured to measure the electrical c aracteristic when the heart rate is within the desired range for use in identifying the neural target for the ablation therapy using only using measurements when the heart rate is within the desired range.

    14, A system, comprising:at least one electrode configured to be moved to each of a plurality of tissue locations;and a tissue tester configured to measure an electrical characteristic of tissue using the at least one electrode at each of the plurality of tissue locations, and configured to analyze the measured electrical characteristics to determine a neural target based on the comparison of the measurements of the electrical characteristic for tissue at the neural target relative to adjacent non-neural tissue.
