    An optical element, comprising:a base having a surface and comprising one of: (a) a first substrate (5814, 5981a, 5991b) and (b) a first substrate (5814, 5981a, 5991b) and at least one thin-film layer;at least one thin-film overlayer (5878, 5967a, 5996b) deposited on the base, and an interfacial material disposed under the thin-film overlayer to replace or add surface atoms, wherein the atom type of the interfacial material differs from the atom type present in the bulk of the base, and wherein the thickness of the interfacial material does not exceed an atomic monolayer, and wherein the interfacial material includes at least one of chalcogenides, pnictogens and halogens.

    A method for manufacturing an optical element, the method comprising:providing a first base having a surface and comprising one of: (a) a first substrate (5814, 5981a, 5991b) and (b) a first substrate (5814, 5981a, 5991b) and at least one first thin-film layer deposited thereon;disposing an interfacial material so as to replace a fraction of atoms forming the surface with atoms of said interfacial material;and overcoating the surface with a thin-film overlayer (5878, 5967a, 5996b);wherein the atom type of the interfacial material differs from the atom type present in the bulk of the base, and wherein the thickness of the interfacial material does not exceed an atomic monolayer, and wherein the disposing an interfacial material includes disposing at least one of chalcogenides, pnictogens and halogens.
