    A continuous process for forming at least one constituent, selected from metallic-based nanoparticles and/or metallic ions, in at least one liquid comprising:flowing at least one liquid through at least one trough member, said at least one liquid having a surface and a flow direction;providing at least one plasma-forming electrode which is metallic-based or non-metallic-based;creating a plasma between said at least one plasma-forming electrode and at least a portion of said surface of said at least one flowing liquid;providing at least one set of metallic-based electrodes in contact with said at least one flowing liquid, and located downstream in said flow direction from said at least one plasma-forming electrode;wherein said at least one set of metallic-based electrodes comprises at least one material selected from the group consisting of platinum, titanium, zinc, silver, copper, gold and alloys thereof;and conducting at least one electrochemical reaction at said at least one set of metallic-based electrodes, to produce said at least one metallic-based constituent within said at least one flowing liquid;wherein the at least one liquid comprises water.

    A device for continuously forming at least one constituent, selected from metallic-based nanoparticles and/or metallic ions, in at least one flowing liquid, said liquid comprising water, said device comprising:at least one trough member, comprising at least one inlet portion and at least one outlet portion;at least one plasma-forming electrode, said at least one plasma-forming electrode being located such that when said at least one flowing liquid is present in said at least one trough member, thereby creating a flow direction, a space for a plasma is created between said at least one plasma-forming electrode and a surface of said at least one flowing liquid;at least one set of metallic-based electrodes for conducting at least one electrochemical reaction located downstream in said flow direction from said at least one plasma-forming electrode;wherein said at least one set of metallic-based electrodes comprises at least one material selected from the group consisting of platinum, titanium, zinc, silver, copper, gold and alloys and mixtures thereof;and at least one power source for creating said plasma.
