    Claims of equivalent WO 2008098898 A2 CLAIMS 1. A network element (230) for communicating with a wireless communication unit (214) in a communication cell (200) of a communication system (200), wherein the network element (230) comprises:a receiver arranged to perform a frequency sweep and receive a plurality of signals across a plurality of operational frequencies;signal processing logic (255) , operably coupled to the receiver, for processing the plurality of signals and providing an estimate of a level of interference at a number of frequency carriers of the swept frequencies, wherein the signal processing logic (255) is capable of determining whether a transmit power level at a frequency selected from the processed frequency sweep satisfies at least one predetermined quality criterion of the communication system (200);and a transmitter (270) arranged, upon initial activation of the network element (230), to transmit to a wireless communication unit at the determined transmit power level.

    The network element (230) of Claim 1 wherein the transmitter (270) is arranged to autonomously transmit to the wireless communication unit at the determined transmit power level.

    The network element (230) of Claim 1 or Claim 2 wherein the at least one predetermined quality criterion of the communication system (200) comprises at least one of:(i) a target RSCP value;(ii) a target carrier to noise value (E c /N 0 ) .

    The network element (230) of any preceding Claim wherein the signal processing logic (255) provides an estimate of a level of interference at each frequency of a plurality of operational frequencies

    A network element (230) for communicating with a wireless communication unit (214) in a communication cell (200) of a communication system (200), wherein the network element (230) comprises:a receiver arranged to receive at least one signal quality measurement from at least one wireless communication unit (214);signal processing logic (255) arranged to process the at least one signal quality measurement and in response thereto determine whether a transmission at a transmit power level satisfies at least one predetermined quality criterion of the communication system (200);and a transmitter (270) arranged to regularly tune a transmit power level of transmissions to a wireless communication unit at the determined transmit power level .

    The network element (230) of Claim 6 wherein the regular tuning of a transmit power level of transmissions comprises at least one of:periodically tuning a transmit power level;intermittently tuning a transmit power level;tuning a transmit power level in response to an event .

    The network element (230) of Claim 6 or Claim 7 wherein the network element (230) further comprises a transmitter arranged to transmit a request to the wireless communication unit (214) for the wireless communication unit (214) to perform and transmit the at least one signal quality measurement to the network element (230) .

    The network element (230) of Claim 8 wherein the wireless communication unit (214) is requested to transmit at least one signal-to-noise (Ec:No) measurement of a signal received in the communication cell (250) supported by the network element (230) .

    The network element (230) of Claims 10 wherein the signal processing logic (255) is arranged to determine whether a transmission at a transmit power level satisfies at least one predetermined quality criterion of the communication system (200) based on calculating:

    The network element (230) of any preceding Claim wherein the determined transmit power level is at least one of:a Primary Common Pilot Channel (P-CPICH) power level, an acquisition indicator channel (AICH), a paging indicator channel (PICH) , cell selection parameter, cell re-selection parameter, Minimum Required Quality Level (Qqualmin) , Minimum Required Received Level (Qrxlvemin) , at least one handover parameter.

    The network element (230) of any preceding Claim wherein the network element (230) supports communication in a femto cell (250) that lies within a coverage area of a macro cell (285) .

    A method for setting a power level for transmissions in a communication cell of a cellular communication system (200), the method comprising:performing a frequency sweep across a plurality of operational frequencies;processing signals from the frequency sweep;providing an estimate of a level of interference at a number of frequency carriers of the swept frequencies;determining whether a transmit power level at a frequency selected from the processed swept frequencies satisfies at least one predetermined quality criterion of the communication system (200);and transmitting, upon initial activation of the network element (230), a signal to a wireless communication unit at the determined transmit power level.

    A method for setting a power level for transmissions in a communication cell of a cellular communication system (200), the method comprising:receiving at least one signal quality measurement from at least one wireless communication unit (214) operational in the cellular communication system (200);processing the at least one signal quality measurement, and in response thereto determining whether a transmission at a transmit power level satisfies at least one predetermined quality criterion of the communication system (200);and regularly tuning a transmit power level of transmissions to a wireless communication unit (214) at the determined transmit based on the determined transmit power level .

    A wireless communication unit (214) for use in a cellular communication system (200), wherein the wireless communication unit (214) comprises:a receiver for receiving a request from a network element (230) to receive at least one signal quality measurement from the wireless communication unit (214);signal processing logic (218) arranged to process the request and generate the at least one signal quality measurement in response thereto;and a transmitter, operably coupled to the signal processing logic (218) and arranged to transmit the generated at least one signal quality measurement to the network element (230) such that the receiver receives a subsequent transmission from the network element (230) comprising a regularly tuned transmit power level based on the at least one signal quality measurement.

    A computer-readable storage element (170) having computer-readable code stored thereon for programming signal processing logic (255) to perform a method for setting a power level for transmissions in a communication cell of a cellular communication system (200), the computer-readable storage element (270) comprising code for:performing a frequency sweep across a plurality of operational frequencies;processing signals from the frequency sweep;providing an estimate of a level of interference at a number of frequency carriers of the swept frequencies;determining whether a transmit power level at a frequency selected from the processed swept frequencies satisfies at least one predetermined quality criterion of the communication system (200);and transmitting, upon initial activation of the network element (230), a signal to a wireless communication unit at the determined transmit power level .

    A computer-readable storage element (170) having computer-readable code stored thereon for setting a power level for transmissions in a communication cell of a cellular communication system (200), the computer- readable storage element (170) comprising code for:receiving at least one signal quality measurement from at least one wireless communication unit (214) operational in the cellular communication system (200);processing the at least one signal quality measurement, and in response thereto determining whether a transmission at a transmit power level satisfies at least one predetermined quality criterion of the communication system (200);and regularly tuning a transmit power level of transmissions to a wireless communication unit (214) at the determined transmit based on the determined transmit power level .

    The computer-readable storage element (170) of Claim 18 or Claim 19, wherein the computer readable storage medium comprises at least one of a hard disk, a CD-ROM, an optical storage device, a magnetic storage device, a ROM (Read Only Memory), a PROM (Programmable Read Only Memory) , a EPROM (Erasable Programmable Read Only Memory) , a EEPROM (Electrically Erasable Programmable Read Only Memory) and a Flash memory.
