    A method for call setup in a wireless communication system comprising:encapsulating (2202) a plurality of call setup signaling messages to form an encapsulated message;and transmitting (2204) the encapsulated message;characterised in that the plurality of call setup signaling messages facilitates establishment of a call between a mobile station and a base station and includes data to trigger network operations and establish an air interface in parallel with the network operations.

    A wireless infrastructure element in a wireless communication system comprising:means for encapsulating (2306) a plurality of call setup signaling messages to form an encapsulated message;and means for transmitting (2308) the encapsulated message;characterised in that the plurality of call setup signaling messages is adapted to facilitate establishment of a call between a mobile station and a base station and to include data to trigger network operations and further adapted to establish an air interface in parallel with the network operations.
