    A method for solving for a reference time at a first entity that receives ranging signals from a plurality of satellites and has an initial clock reference with an unknown clock bias, said method comprising:at said first entity, measuring a set of times of arrival of ranging signals from the plurality of satellites as a function of said initial clock reference, to provide an initial set of measured range values;characterized by : determining each of a plurality of error statistic values as a function of a plurality of time offsets, including, for each thereof: (a) altering said set of time measurements by a different time offset to provide a set of altered time measurements thereby providing an altered set of range values;and (b) determining an error statistic responsive to said altered set of range values;repeatedly performing steps (a) and (b) to provide a set of error statistic values;responsive to said set of error statistic values, selecting a time offset that reduces the error statistic;and solving for said reference time based on said time offset and said initial clock reference.

    An apparatus for solving for a reference time at a first entity that receives ranging signals from a plurality of satellites and has an initial clock reference with an unknown clock bias, said apparatus comprising:means for measuring a set of times of arrival of ranging signals from the plurality of satellites as a function of said initial clock reference, to provide an initial set of measured range values;characterized by :means for determining each of a plurality of error statistic values as a function of a plurality of time offsets, including: (a) means for altering said set of time measurements by a different time offset to provide a set of altered time measurements thereby providing an altered set of range values, and (b) means for determining an error statistic responsive to said altered set of range values;means for repeatedly altering said time of arrival by a different time offset and determining an error statistic responsive to said altered set, to provide a set of error statistic values;means, responsive to said set of error statistic values, for selecting a time offset that reduces the error statistic;and means for solving for said reference time based on said time offset and said initial clock reference.
