    A medical valve (10) having an open mode that permits fluid flow, and a closed mode that prevents fluid flow, the medical valve comprising:a housing (100) having an inlet (110) and an outlet (120);and a rotating member (180) with a member channel (220), the rotating member being rotatable to cause the valve to transition from the closed mode to the open mode after insertion of a medical implement (40) into the inlet, the member channel fluidly communicating the inlet and the outlet when in the open mode;characterized by a resilient member (230) biasing the rotating member toward the closed mode, the rotating member sliding along the resilient member when rotating between the open mode and closed mode, wherein the resilient member has a complimentary portion that mates with the rotating member to prevent longitudinal movement of the rotating member.

    The medical valve as defined by claim 1 wherein the rotating member has a first surface (190) with a portion that has a generally hemispherical shape and a second surface (200) that is generally proximally exposed, the member channel extending between the first and second surfaces.

    The medical valve as defined by claim 2 wherein the first surface also has a portion (215) that is generally cylindrical.

    The medical valve as defined by claim 2 wherein the first surface has a sealing portion (215) that forms a sliding seal with the resilient member.

    The medical valve as defined by claim 1 further comprising a swabbable member (80) sealing the inlet.

    The medical valve as defined by claim 5 wherein the swabbable member has a reclosable aperture (130) there through.

    The medical valve as defined by claim 1 wherein the resilient member has a concavity (240) supporting the rotating member.

    The medical valve as defined by claim 7 wherein the concavity is in registry with the rotating member.

    The medical valve as defined by claim 7 wherein the concavity has a substantially spherical shape with a first radius of curvature, the rotating member having a first surface with a portion that has a generally hemispherical shape with a second radius of curvature that is substantially the same as the first radius of curvature.

    The medical valve as defined by claim 7 wherein the rotating member has a first surface that contacts the concavity, the first surface and concavity having different shapes.

    The medical valve as defined by claim 1 wherein the resilient member has a member fluid path (290) therethrough and a wiping seal (294) about the member fluid path, the rotating member pressing against the wiping seal to fluidly seal about the member channel.

    The medical valve as defined by claim 1 wherein the resilient member has a void (310) for receiving deformed resilient member material when the valve is in the open mode.

    The medical valve as defined by claim 1 wherein the resilient member is chemically bonded to the housing.

    The medical valve as defined by claim 1 wherein the member channel has a distal opening (222) with a long dimension and a short dimension that is generally perpendicular to the long dimension, the rotating member being rotatable in a direction that is generally perpendicular to the long dimension.

    The medical valve as defined by claim 14 wherein the distal opening is one of generally oval shaped, generally rectangularly shaped, or generally elliptically shaped.

    The medical valve as defined by claim 1 wherein a positive fluid displacement occurs at the outlet during connection of the medical implement, and a substantially neutral fluid displacement occurs at the outlet during disconnection of the medical implement.

    The medical valve as defined by claim 1 wherein the rotating member rotates about an arc of about fifteen degrees or less to fluidly disconnect the inlet and the outlet.

    The medical valve as defined by claim 1 wherein the rotating member rotates at a different angular rate as the medical implement is urged proximally, the angular rate decreasing as the valve transitions from the open mode to the closed mode.

    The medical valve as defined by claim 1 wherein the medical implement is one of a syringe, tubing, or a male port on a fluid transfer device.
