    A method of disseminating topology information related to a subscriber (108) and implementing resource level policy rules for the subscriber (108) in a system having one or more networks (102, 104, 106), each network (102, 104, 106) having access devices and policy functions, characterized by comprising the steps of:identifying a current location of the subscriber (108) by a serving policy function (114 forwarding information relating to the current location of the subscriber (108) from the serving policy function (114) to an anchor policy function (110) associated with the subscriber (108) through a policy router that maintains information about which policy function may implement policy decisions for a subscriber (108);when a subscriber (108) accesses an application that requires QoS, sending a QoS request from the application to the policy router;at the policy router, identifying the anchor policy function (110) for the subscriber (108) and forwarding the QoS request to the anchor policy function (110) for evaluation;at the anchor policy function (110), evaluating the QoS request and sending policy information related to the subscriber (108) from the anchor policy function (110) to the serving policy function (114);and implementing, by the serving policy function (114), one or more resource level policy rules to limit or control policy decisions associated with the subscriber (108), based upon resource consumption in the network (106) for which the serving policy function (114) oversees resource control.

    A system for disseminating topology information related to a subscriber (108) and implementing resource level policy rules for the subscriber (108)_in a network having one or more sub-networks (102, 104, 106), each sub-network (102, 104, 106) having access devices and policy functions, characterized by comprising:a policy router for maintaining information about which policy servers implement policy decisions for a subscriber (108);a serving policy function (114) for identifying a current location of the subscriber (108) and, when a subscriber accesses an application that requires QoS, sending a QoS request from the application to the policy router;and an anchor policy function (110) associated with the subscriber (108) for receiving information relating to the current location from the serving policy function through the policy router (114) and maintaining policy information for the subscriber (108);the policy router identifying the anchor policy function (110) for the subscriber (108) and forwarding the QoS request to the anchor policy function (110) for evaluation, wherein the anchor policy function (110) evaluates the QoS request and sends policy information related to the subscriber (108) to the serving policy function (114);the serving policy function (114) being associated with the subscriber (108) for receiving the policy information related to the subscriber (108) from the anchor policy function (110);and the serving policy function (114) being further arranged for implementing one or more resource level policy rules to limit or control policy decisions associated with the subscriber (108), based upon resource consumption in the sub-network (106) for which the serving policy function (114) oversees resource control.
