    An apparatus (1010) for application of surgical clips to body tissue, which comprises:a) a handle portion (1158);b) a body (14) extending distally from the handle portion (1158) and defining a longitudinal axis;c) a plurality of surgical clips (300) disposed within the body (14);d) a jaw assembly (16) mounted adjacent a distal end portion of the body (14), the jaw assembly (16) including first and second jaw portions (1016a, 1016b) movable between a spaced-apart and an approximated position;e) a feed bar (1120) comprising a distal window (1122) and configured to individually distally advance one of the surgical clips (300) to the jaw assembly (16) while the jaw portions (1016a, 1016b) are in the spaced apart position;f) a clip pusher (1118) disposed proximal to the plurality of clips (300) and configured to bias the plurality of clips (300) in a distal manner;g) an actuator (1132) at least partially disposed within the body (14) and longitudinally movable in response to actuation of the handle portion (1158);h) a jaw closure member (200) positioned adjacent the first and second jaw portions (1016a, 1016b) to move the jaw portions (1016a, 1016b) to the approximated position;i) a rack (1140) having a plurality of ratchet teeth (44) being connected to said actuator (1132);and j) a pawl (1146) having at least one tooth (178) configured to engage said ratchet teeth (44), the pawl (1146) being biased in the handle portion (1158), wherein as the actuator (1132) is moved longitudinally, the plurality of ratchet teeth (44) are passed over the pawl (1146), the pawl (1146) configured to prevent inadvertent return of the actuator (1132) before full actuation of the apparatus (1010);characterised in that the clip pusher (1118) incrementally moves distally each time one of the clips (300) is released from the apparatus (1010), in that when the clip pusher (1118) reaches a predetermined distal point in a clip carrying channel (1102), a lockout bar (1106) is deflected to a second position into engagement with the distal window (1122) of feed bar (1120), the feed bar (1120) having a portion being in engagement with the actuator (1132) preventing retraction but not advancement of the actuator (1132) and thereby manipulating the pawl (1146) to be engaged with ratchet teeth (44) of the rack (1140), the pawl (1146) and rack (1140) preventing the actuator (1132) from moving longitudinally to thereby lock the actuator (1132);and in that the apparatus further comprises k) a secondary lockout device configured to break a connection between the handle portion (1158) and the actuator (1132) and prevent longitudinal movement of the actuator (1132) in response to actuation of the handle portion (1158) when a predetermined force is applied to the handle portion (1158), the predetermined force being less than the force required to dislodge the ratchet teeth (44) from the pawl (1146).
