The memory (830) stores in advance, in association with a situation sensed by a sensor, information of a first control signal. The control circuit (920) generates, in association with the situation sensed by the sensor and the information stored in the memory (830), the first control signal. The transmission portion (850) transmits the first control signal generated by the control circuit (920).
