A system for monitoring compliance with an advertising program comprising: a backscatter tag associated with a sign that is placed in a specific location in accordance with a particular advertising program;a backscatter reader that receives tag data from the backscatter tag;and a computer that communicates with the backscatter reader and analyzes the tag data to determine whether the sign is in compliance with the particular advertising program.
