    A method of controlling the data bit rate of a radio link, RL, (120) between a radio network controller, RNC, (105) and a wireless transmit receive unit, WTRU, (110) the method comprising:the RNC establishing (205) a guaranteed data bit rate, a maximum data bit rate and a current data bit rate associated with the RL, characterized in that the RNC (105) sensing (215) an event which indicates that the quality of the RL (120) has deteriorated;the RNC determining (240) a target data bit rate based on the sensed event;on a condition that the target data bit rate is less than the guaranteed data bit rate, the RNC renegotiating (250) a new guaranteed data bit rate with a core network, CN, (115);the RNC reducing (255)_the current data bit rate to the target data bit rate;and on a condition that the CN fails to approve the lower guaranteed data bit rate within a predetermined period of time, the RNC initiating a handover procedure for the RL.

    A radio network controller, RNC, (105) for communication with a core network, CN (115); and at least one wireless transmit/receive unit, WTRU, (110) via a radio link, RL, (120) wherein:the RNC is adapted to establish a guaranteed data bit rate, a maximum data bit rate and a current data bit rate associated with the RL, characterized in that the RNC (105) is adapted to sense an event which indicates that the quality of the RL (120) has deteriorated;the RNC is adapted to determine a target data bit rate based on the sensed event;the RNC is adapted to renegotiate a new guaranteed data bit rate with the CN(115) on a condition that the target data bit rate is less than the guaranteed data bit rate;the RNC is adapted to reduce the current data bit rate to the target data bit rate;and the RNC is adapted to initiate a handover procedure for the RL on a condition that the RNC fails to receive an approval of the lower guaranteed data bit rate from the CN within a predetermined period of time.
