The method of claim 7, wherein the step of chemically capping further comprises restoring hydrophobicity, structural integrity or a combination thereof to the material. 9. The method of claim 7, wherein the carbon-deficient material comprises an inorganic material. 10. The method of claim 9, wherein the inorganic material comprises a silicon-based inorganic material. 11. The method of claim 7, wherein the at least one reactive surface modification agent comprises a reactive organic moiety-containing silane compound. 12. The method of claim 11, wherein the reactive organic moiety-containing silane compound comprises a compound having the formula:(Rt) x Si(R 2 ) 4 - x where R] is alkyl having 1 to 3 carbon atoms, vinyl or aryl;R 2 is hydrogen, chlorine, acetoxy, methoxy, ethoxy or other acetoxy groups;and x is 1, 2 or 3. 13. A method of reducing condensation of a film, comprising: providing a film having a plurality of reactive silanol groups;placing the film into a plasma chamber;introducing a plurality of reactive organic moieties-containing silanes into the chamber;and allowing the silanes to react with at least some of the reactive silanol groups. 14. The method of claim 13, wherein the step of allowing the silanes to react further comprises restoring hydrophobicity, structural integrity or a combination thereof to the film. 15. The method of claim 13, wherein the film comprises an inorganic material. 16. The method of claim 15, wherein the inorganic material comprises a silicon-based inorganic material. 17. The method of claim 13 , wherein the plurality of reactive organic moiety-containing silane compound comprises a compound having the formula: (R,) x Si(R 2 ) 4 - x where Ri is alkyl having 1 to 3 carbon atoms, vinyl or aryl;R 2 is hydrogen, chlorine, acetoxy, methoxy, ethoxy or other acetoxy groups;and x is 1, 2 or 3. 18. A method of reducing condensation of a carbon-deficient film, comprising: providing a carbon-deficient film having a plurality of reactive silanol groups;placing the film into a plasma chamber;introducing a plurality of reactive organic moieties-containing silanes into the chamber;and allowing the silanes to react with at least some of the reactive silanol groups. 19. The method of claim 18, wherein the step of allowing the silanes to react further comprises restoring hydrophobicity, structural integrity or a combination thereof to the film. 20. The method of claim 18, wherein the film comprises an inorganic material. 21. The method of claim 20, wherein the inorganic material comprises a silicon-based inorganic material. 22. The method of claim 18, wherein the plurality of reactive organic moiety-containing silane compound comprises a compound having the formula: (R ! ) x Si(R 2 ) 4 - x where Ri is alkyl having 1 to 3 carbon atoms, vinyl or aryl;R 2 is hydrogen, chlorine, acetoxy, methoxy, ethoxy or other acetoxy groups;and x is 1, 2 or 3. 23. A dielectric material, comprising: an inorganic material having a plurality of silicon atoms;and a plurality of organic moiety-containing silane compounds, wherein the silane compounds are coupled to the inorganic material through at least some of the silicon atoms. 24. The material of claim 23, wherein the plurality of reactive organic moiety-containing silane compound comprises a compound having the formula: (R 1 ) x Si(R 2 ) 4 . x where R \ is alkyl having 1 to 3 carbon atoms, vinyl or aryl;R 2 is hydrogen, chlorine, acetoxy, methoxy, ethoxy or other acetoxy groups;and x is 1, 2 or 3. 25. A dielectric material, comprising: a low-k dielectric material having a plurality of silicon atoms;and a plurality of organic moiety-containing silane compounds, wherein the silane compounds are coupled to the material through at least some of the silicon atoms. 26. The material of claim 25, wherein the plurality of reactive organic moiety-containing silane compound comprises a compound having the formula: (R x Si(R 2 ) 4 - x where Rj is alkyl having 1 to 3 carbon atoms, vinyl or aryl;R 2 is hydrogen, chlorine, acetoxy, methoxy, ethoxy or other acetoxy groups;and x is 1, 2 or 3.
