    A video information recording apparatus for recording a digitized video signal on a medium, comprising:means (2) for segmenting the digitized video signal into blocks of a predetermined size and encoding the digital video signal;means (2, 30) for creating an intra-field or an intra-frame in which motion-compensation prediction is not performed for obtaining a video signal for at least one field or one frame in a process unit formed of video signals of n fields or frames, where n is an arbitrary integer not less than 2, and performing motion-compensation prediction with the intra-field or the intra-frame on respective blocks constituting another field or frame for obtaining a video signal thereof, means for selecting one of said motion-compensation prediction and a forced intra-mode encoding for a block constituting a field or a frame on which the motion-compensation prediction is to be performed, and, when the forced intra-mode encoding is selected, for transmitting for recording a signal indicating the intra-mode, together with the encoded data encoded by the intra-mode encoding;and recording means (103, 104, 106) for recording process units each in respective recording segments made by dividing a video information recording medium into a plurality of segments of a predetermined data length, a video information amount of one field or one frame being not necessarily an integral multiple of an information amount which can be recorded in the recording segments.

    A video information recording method for recording a digitized video signal on a medium, comprising the steps of:segmenting the digitized video signal into blocks of a predetermined size and encoding the digital video signal;creating an intra-field or an intra-frame in which motion-compensation prediction is not performed for obtaining a video signal for at least one field or one frame in a process unit formed of video signals of n fields or frames, where n is an arbitrary integer not less than 2, and performing motion-compensation prediction with the intra-field or the intra-frame on respective blocks constituting another field or frame for obtaining a video signal thereof, selecting one of said motion-compensation prediction and a forced intra-mode encoding for a block constituting a field or a frame on which the motion-compensation prediction is to be performed, and, when the forced intra-mode encoding is selected, transmitting for recording a signal indicating the intra-mode, together with the encoded data encoded by the intra-mode encoding;and recording process units each in respective segments made by dividing a video information recording medium into a plurality of segments of a predetermined data length,a video information amount of one field or one frame being not necessarily an integral multiple of an information amount which can be recorded in the recording segments.

    A video information recording medium on which a digitized video signal is recorded, composed of a plurality of recording segments made by dividing a video information recording medium into segments of a predetermined length, in which:an intra-field or an intra-frame is created in which motion-compensation prediction is not performed for obtaining a video signal for at least one field or one frame in a process unit formed of video signals of a fields or frames, where n is an arbitrary integer not less than 2, in the case where the digitized video signal is segmented into blocks of a predetermined size and encoded, and a signal indicating intra-mode and encoded data encoded by the intra-mode are recorded, in the case where motion-compensation prediction with the intra-field or the intra-frame is to be performed on respective blocks constituting a video signal of another field or frame for a video signal thereof, selection is made from one of said motion-compensation prediction and a forced intra-mode encoding for a block constituting a field or a frame on which the motion-compensation prediction is to be performed, and the forced intro-mode encoding is selected, wherein the information amount recorded as the process unit is variable, and a video information amount of one field or one frame is not necessarily an integral multiple of an information amount which can be recorded in the recording segments.
