    A method of managing network traffic by multiple constraints, comprising:identifying (130) constraints associated with a network packet, assigning (132) the network packet to a plurality of queues, logically organized as a path for the network packet to traverse, based on identities for senders or receivers associated with the network packet, wherein each distinct constraint is determined in response to a particular one of the identities and each distinct one of the constraints is used to control the exiting of the network packet from one queue and entry to a next queue in the path and wherein each queue in the path is associated with local priorities for that particular queue that permit the network packet and other packets within that particular queue to be reordered within that particular queue in response to the local priorities for that particular queue;forwarding (140) the network packet to a first one of the queues;releasing (160) the packet to the next queue of the path when the constraint of each queue is satisfied, forwarding the network packets to their destinations once the path is traversed, and sending (180) an acknowledgment to a sender that originally sent the network packet once the network packet exits a last one of the queues so as to instruct the sender to transmit another packet, if another packet remains unsent thereby shaping when the sender transmits packets.

    A system (300) for managing network traffic by multiple constraints, comprising:a plurality of queues (301), wherein each queue is associated with a distinct constraint, and wherein each queue includes local priorities for that particular queue, and wherein the local priorities permit packets included within that particular queue to which the local priorities are associated to be reordered;and a queue manager module (302) that is adapted to assemble sets of the queues into paths for received network packets to traverse based on identities for senders or receivers (320) associated with the network packets, wherein each distinct constraint is determined in response to a particular one of the identities, the system, when the constraint of each queue (301) is satisfied, being adapted to release the packet (160) to the next queue of the path, an acknowledgement and forward manager (303) module is adapted to forward the packet to its destination (330) once the path has been traversed and send (180) an acknowledgment to a sender that originally sent the network packet once the network packet exits a last one of the queues so as to instruct the sender to transmit another packet, if another packet remains unsent thereby shaping when the sender transmits packets.
