    Claims of equivalent WO 03060635 A2 WHAT IS CLAIMED IS:1. A method for storing value that is usable to purchase goods or services, the method comprising: receiving money at a money transfer location from a potential purchaser;storing an electronic record of the received money in a stored value account of the purchaser;receiving a request from the purchaser to transfer at least a portion of the received money to a recipient;electronically sending the requested money to the recipient and debiting the stored value account. 2. A method as in claim 1, wherein the money transfer location includes a device that is communicable with a host computer, and wherein the stored value account is stored in the host computer after receiving information on the received money from the device. 3. A method as in claim 2, wherein the request to transfer the money is received at a server computer that is communicable with the host computer. . 4. A method as in claim 1, wherein the money is received from a group of money sources consisting of cash, checks, credit cards, and debit cards. 5. A method as in claim 3, wherein the host computer is configured to electronically transfer the requested money to the recipient. 6. A method for transferring money from a sender to a recipient, the method comprising: receiving money from the sender along with information on the recipient that is to receive the money;creating an electronic record of the money and the intended recipient;providing the recipient with various payment options for receiving the money, wherein the payment options are selected from a group consisting of a hand delivery to the recipient in cash, a hand delivery to the recipient in a money order, the crediting of an account of the recipient, and by the use of a card;receiving a request for payment using one of the payment options selected by the recipient;paying the recipient the money according to the requested payment option;and creating an electronic record of the payment. 7. A method as in claim 6, wherein the request to receive the payment is made from a group consisting of a telephone request, a computer request over a network, a letter request, an in-person visit, a voice response unit request, and a personal digital assistant request. 8. A method as in claim 6, wherein the card comprises a closed- loop debit card, and further comprising extracting information from the card to access the value associated with the card. 9. A method as in claim 8, wherein the debit card comprises an anonymous debit card, and further comprising initializing the debit card upon receipt of the request for payment of the money by the recipient. 10. A method as in claim 8, wherein the debit card comprises a stored value card, and further comprising storing a record of the value on the stored value card. 11. A method as in claim 8, wherein the debit card comprises a phone card, and further comprising storing a record of pre-paid phone time on the phone card. 12. A method as in claim 8, wherein the debit card comprises an internet cash card, and further comprising storing a record of the money on the cash card. 13. A method as in claim 8, further comprising initializing the debit card using a point of sale device to associate an account of the debit card with the electronic record of the money. 14. A method as in claim 8, further comprising printing a receipt with a point of sale device, wherein the receipt has account information that is associated with the electronic record of the money. 15. A method as in claim 14, wherein the debit card comprises the receipt. 16. A method as in claim 14, wherein the receipt comprises a sticker that is placed onto the debit card. 17. A method as in claim 6, further comprising receiving a MICR number from a check of the recipient, and wherein the bank account is credited with the money using the MICR number. 18. A method as in claim 6, further comprising receiving information on an on-line funds account from the recipient, and wherein the on-line funds account is credited with the money using the information on the on-line funds account. 19. A method as in claim 18, wherein the on-line funds account is selected from a group consisting of on-line money transfer accounts, on-line bank accounts, on-line investment accounts, and on-line auction accounts. 20. A method as in claim 6, further comprising receiving a debit card from the recipient, and wherein a bank account associated with the debit card is credited with the money using a return transaction by a point of sale device. 21. A method as in claim 6, further comprising receiving a sender key from the sender and assigning a confirmation code, and further comprising receiving the sender key and the confirmation code from the recipient before providing the money to the recipient. 22. A method as in claim 6, further comprising entering the account information into a point of sale device to credit the account. 23. A method as in claim 22, wherein the account information is obtained from a group of input devices consisting of a MICR reader that reads a MICR line from a check of the recipient, a mag stripe card reader that reads a mag stripe from a card of the recipient, a keypad that permits manual entry of the account information, an OCR scanner or imager that reads the account from a statement of the recipient, and a biometrics device that identifies a pre-registered recipient that is tied to the account. 24. A method as in claim 6, further comprising providing the recipient with a list of fees associated with each type of payment option. 25. A method as in claim 6, further comprising providing the recipient with an option of receiving portions of the money at different times. 26. A method as in claim 25, wherein, if the recipient requests payment of the money at multiple times, creating an electronic record of each partial payment. 27. A method as in claim 26, further comprising deducting a transaction fee each time a partial payment is made. 28. A method as in claim 6, further comprising sending the recipient a message with the payment options. 29. A method as in claim 28, wherein the message is selected from a group consisting of e-mails, letters, telephone calls, facsimiles, and telegrams. 30. A method as in claim 6, further comprising providing the recipient with an option of selecting the payment in a different currency or other type of value. 31. A method as in claim 6, further comprising providing the recipient with an option of receiving a message from the sender. 32. A method as in claim 31 , further comprising providing the recipient with an option of receiving the message in a given language. 33. A method for transferring money from a sender to a recipient, the method comprising: receiving money from the sender along with information on the recipient that is to receive the money and that the money is to be stored on a stored value card;creating an electronic record of the money and the intended recipient;receiving a request for payment by the recipient;paying the recipient the money by initializing a stored value card and storing the value of the money on the stored value card;and creating an electronic record of the payment. 34. A method for facilitating the transfer of value, the method comprising: receiving at a host computer system from a remote computer a request from a sender to transfer value;transmitting from the host computer system a computer readable document requesting information on the requested transfer;receiving the requested information at the host computer system;determining with the host computer system one or more options for transferring the value based on the received information regarding the transfer;and transmitting from the host computer system a computer readable document containing at least one of the options. 35. A method as in claim 34, wherein the requested information on the transfer comprises personal information about a recipient of the value. 36. A method as in claim 34, wherein the requested information on the transfer comprises value receiving interfaces available to a recipient of the value. 37. A method as in claim 34, wherein the requested information on the transfer comprises pick-up locations available to the recipient of the value. 38. A method as in claim 34, wherein the requested information includes information on a payment instrument, and further comprising evaluating the information on the payment instrument to authorize a withdrawal of funds from an account associated with the payment instrument. 39. A method as in claim 34, wherein the request to transfer value comprises a request to pay an amount due, and wherein the options for transferring the value are selected from a group consisting of real time guaranteed payments, credit card payments, debit payments, PIN-less debit payments, and ACH payments. 40. A method as in claim 34, wherein the options for transferring the value are selected from a group consisting of a transfer to a money handling location, a transfer to a financial kiosk, a transfer to a cash dispensing machine, a transfer to a financial account, a transfer by way of a negotiable instrument and a transfer to a stored value card. 41. A method as in claim 34, further comprising transmitting from the host computer system a computer readable document containing a list of all possible options for transferring the value. 42. A method as in claim 34, further comprising transmitting from the host computer system a computer readable document containing a list of fees associated with the options for transferring the value. 43. A method as in claim 34, further comprising receiving at the host computer system a selection of one of the options and effectuating the transfer based on the selected option. 44. A system to facilitate the transfer of value, comprising: a host computer system having an input interface, an output interface, and a rules engine that is configured to determine one or more options for transferring value from a sender based on information from the sender received at the input interface which relates to the requested transfer, and to transmit a computer readable document from the output interface having the determined options. 45. A system as in claim 43, wherein the host computer system is further configured to receive information on a payment instrument, and to transmit an authorization request to withdraw funds from an account associated with the payment instrument. 46. A system as in claim 44, wherein the host computer system is further configured to transmit a request to withdraw the funds from the account upon receipt of a selection of one of the options. 47. A system as in claim 44, wherein the host computer system is further configured to transmit a list of fees associated with the options. 48. A method for transferring value, the method comprising: receiving at a host computer system a request to transfer value to multiple recipients along with one or more restrictions about how the value may be received by the recipients;receiving a request at the host computer system to provide the value to one or more of the receipts;determining with the host computer system the manner of the transfer based on the restriction. 49. A method as in claim 48, further comprising effectuating the transfer based on the restriction. 50. A method as in claim 49, wherein the transfer is effectuated by transmitting a computer readable document from the host computer system giving instructions on how to pay out the value. 51. A method as in claim 48, further comprising receiving at the host computer system information on how the value was provided to the recipients. 52. A method as in claim 48, wherein the restriction comprises a portion of the value to be provided to each recipient. 53. A method as in claim 48, wherein the restriction comprises a time limit for when the value may be received. 54. A method as in claim 49, wherein the restriction comprises a designation as to the form of value. 55. A method as in claim 48, wherein the restriction comprises a designation as to which of the recipients must be present when receiving the value. 56. A value transfer system comprising;a host computer system having an input interface, an output interface, and a rules engine, wherein the input interface is configured to receive a request to transfer value to multiple recipients along with one or more restrictions about how the value may be received by the recipients, and to receive a request to provide the value to one or more of the receipts, and wherein the rules engine is configured to determine the manner of the transfer based on the restriction. 57. A method for paying for goods or services using a network, the method comprising: providing a money transfer system with account information on a payee;placing at least one restriction on transfers into the account from one or more payors, and storing the restriction in the money transfer system;receiving a cash payment at a money transfer location from at least one payor, wherein the cash payment is to pay for a good or service offered by the payee;sending a record to the money transfer system over a network indicating that the cash payment has been made;and transferring funds to the account of the payee over a network based on the cash payment using the money transfer system. 58. A method as in claim 57, wherein the restrictions are selected from a group consisting of the number of allowed transfers into the account of the payee, a time period for making transfers into the account of the payee, and the amount of each transfer into the account of the payee. 59. A method as in claim 57, wherein the funds are transferred using an ACH transfer. 60. A method as in claim 57, further comprising transmitting a record of payment to the payee from the money transfer system. 61. A method as in claim 60, further comprising shipping an item from the payee to the payor after receipt of the record of payment. 62. A method as in claim 58, further comprising collecting a transaction fee along with the payment. 63. A method for transferring money to a location having a different currency, the method comprising: receiving and storing at a host computer system money transfer information comprising recipient identification information, at least one country where the money is to be received, and a payment amount in an originating currency;receiving at the host computer system a request to withdraw a portion of the payment amount in a local currency from the country where the request was transmitted;and storing a record at the host computer system of the amount withdrawn and an exchange rate used to convert the payment to the local currency. 64. A method as in claim 63, further comprising storing at the host computer system a record of any fees charged on the amount withdrawn. 65. A method as in claim 63, wherein the recipient information comprises the recipient's name and an identification number, and wherein the request includes an identification number from the recipient, and further comprising comparing the identification numbers to authorize the withdrawal. 66. A method as in claim 63, wherein the request includes the name of a sender, and wherein the sender and the recipient are the same. 67. A method as in claim 63, further comprising transmitting from the host computer system to a remote payout computer receipt information needed to provide a receipt to the recipient. 68. A method as in claim 67, wherein the receipt information comprises an amount paid to the recipient, any fees, and a remaining balance of the payment amount. 69. A method as in claim 63, further comprising receiving and storing at the host computer system multiple countries where the money may be received. 70. A method for transferring money to a location having a different currency, the method comprising: entering into a remote computer money transfer information from a sender, wherein the money transfer information comprises recipient identification information, at least one country where the money is to be received, and a payment amount in an originating currency;transmitting from the remote computer to a host computer system the money transfer information;and providing a receipt to the sender that includes at least some of the money transfer information and payout information that may be used to identify potential payout locations in the identified country. 71. A method as in claim 70, wherein the recipient information comprises the recipient's name and an identification number that is usable to receive a payout from the identified country. 72. A method for receiving money at a location having a currency different from a sending currency, the method comprising: entering into a payout computer recipient identification information along with a request to withdraw a portion of a possible payment amount;transmitting the recipient identification information and the request to withdraw to a host computer system;manually presenting the requested withdrawal to the recipient in a local currency. 73. A method as in claim 72, further comprising receiving at the payout computer a confirmation of the recipient identification information. 74. A method as in claim 72, further comprising receiving at the payout computer information on a currency exchange rate, any fees charged and any remaining balance of the payment amount. 75. A method as in claim 72, further comprising displaying at the payout computer information prompting the entry of the recipient identification information. 76. A method for transferring money to a location having a different currency, the method comprising: entering into a remote computer money transfer information from a sender, wherein the money transfer information comprises recipient identification information, at least one country where the money is to be received, and a payment amount in an originating currency;transmitting the money transfer information to a host computer system;entering into a payout computer that is located in the designated country recipient identification information along with a request to withdraw a portion of a possible payment amount;transmitting the recipient identification information and the request to withdraw to a host computer system;and providing the requested withdrawal to the recipient in the local currency. 77. A method as in claim 76, further comprising adjusting an account associated with the recipient to indicated the amount of withdrawal along with any fees. 78. A money transfer system comprising: a host computer system that is configured to receive and store money transfer information comprising recipient identification information, at least one country where the money is to be received, and a payment amount in an originating currency;and wherein the host computer system is further configured to receive a request to withdraw a portion of the payment amount in a local currency from the country where the request was transmitted, to deduct the requested portion from the payment amount along with any fees, and to convert the requested portion to the local currency. 79. A system as in claim 78, wherein the host computer system is further configured to receive recipient identification information from the recipient and to compare the received recipient identification information with the stored recipient identification information. 80. A system as in claim 78, wherein the host computer system is further configured to transmit to a remote payout computer receipt information needed to provide a receipt to the recipient indicating the withdrawal. 81. A system as in claim 78, wherein the host computer system is further configured to transmit to a remote payment computer contact information for contacting payout locations in the designated country. 82. A method for transferring funds, comprising: receiving funds at a first financial institution location along with information on an intended recipient of the funds;transferring at least a portion of the received funds to a second financial institution location;associating at least a portion of the transferred funds with a card 83. A method as in claim 82, further comprising providing the card to the intended recipient at the second financial institution location 84. A method as in claim 82, wherein the card comprises a stored value card 85. A method as in claim 82, wherein the card comprises a debit card 86. A method as in claim 82, further comprising using the card to withdraw cash from a cash dispensing machine. 87. A method as in claim 82, further comprising using the card to make a purchase.
