    A method for transmitting a desired parameter from a base station including a base transmitter (10) to a remote receiver (16) at a remote location, the method comprising the steps of:a) transmitting a first radio signal (22) via pulse position modulation from the base transmitter (10) to a relay transceiver (32) disposed at location intermediate the base station and the remote location, the first radio signal (22) initiating communication between the transceiver (32) and the base station, wherein the first radio signal (22) includes a center frequency unknown to the remote receiver (16) within a frequency band known to the remote receiver (16);b) receiving the first radio signal at the relay transceiver (32);c) relaying data via direct sequence spread spectrum modulation from the relay transceiver (32) to the remote receiver (16);and d) identifying the center frequency of the first radio signal (22) at the remote receiver (16) to facilitate reception of the signal (22).

    The method as recited in Claim 1, further comprising the step of transmitting a second radio signal (68) from the remote location to the base station, the second radio signal (68) comprising instructions for regulating operation of at least one device.

    The method as recited in Claim 1, wherein the step of transmitting a first radio signal (22) comprises transmitting a first radio signal (22) having a duration of less than approximately 100 milliseconds so as to mitigate communications contention.

    The method as recited in Claim 1, further comprising the steps of:a) compressing data representative of the desired parameter;b) storing the compressed data: and c) transmitting the compressed data to a desired location via telephone at a time when telephone rates are favourable.

    The method as recited in Claim 1, wherein the step of transmitting a first radio signal (22) comprises transmitting a first radio signal (22) representative of a utility meter reading.

    The method as recited in Claim 1 wherein the base transmitter (10) is connected to a utility meter (12).

    The method as recited in Claim 1 wherein the base transmitter (10) is connected to a plurality of utility meters (12).

    The method as recited in Claim 1 wherein the step of transmitting a first radio signal (22) includes transmitting the first radio signal (22) at a random time interval to mitigate communication contention and to conserve power.

    The method as recited in Claim 2 wherein the second radio signal (68) includes instructions for regulating the operation of a utility meter (12).

    A system for transmitting a desired parameter from a base station to a remote receiver (16) at a remote location, the system comprising:a) a base transmitter disposed at the base station and configured to transmit a first radio signal (22) via pulse position modulation to a relay transceiver (32) disposed at a location intermediate the base station and the remote location, the first radio signal (22) initiating communication between the transceiver (32) and the base station, wherein the first radio signal (22) includes center frequency unknown to the remote receiver (16) within a frequency band known to the remote receiver (16));and b) a relay transceiver (32) configured to receive the pulse position modulated first radio signal (22), and to relay the data via direct sequence spread spectrum modulation from the relay transceiver (32) to the remote location;c) the remote receiver (16) configured to facilitate reception of the first radio signal (22) by identifying the center frequency thereof.

    The system as recited in Claim 10, wherein the relay transmitter (32) is configured to transmit a second radio signal (68) from the remote location to the base station, the second radio signal (68) comprising instructions for regulating operation of at least one device.

    The system as recited in Claim 10, wherein the base transmitter (10) as configured to transmit a first radio signal (22) having a duration of less than approximately 100 milliseconds so as to mitigate communications contention.

    The system as recited in Claim 10, wherein the base transmitter (10) is configured to transmit a first radio signal (22) representative of a utility meter reading.

    The system as recited in Claim 10 wherein the base transmitter (10) is connected to a utility meter (12).

    The system as recited in Claim 10 wherein the base transmitter (10) is connected to a plurality of utility meters (12).

    The system as recited in Claim 10 further comprising a timing circuit in electrical communication with the base transmitter (10), the timing circuit being operative to control transmission of the first signal (22) at a random time interval to mitigate communication contention and to conserve power.

    The system as recited in Claim 11 wherein the second radio signal (68) includes instructions for regulating the operation of a utility meter (12).
