    Video decoder apparatus for receiving compressed, weighted, and encoded input video data, the video data is produced from the difference (14) between a pel in one video frame (11) and the same pel in a previous video frame (13) resulting in compressed pel video data, the video data is divided into one or more matrices (16) to take advantage of data reduction and compression algorithms with an associated key plan (DVD) including the order of transmission and the arrangement of the matrices (16) in a video frame, the video data is transmitted as a bitstream (P/N sequence), the bitstream including descriptors for the compressed pel video data, an address count for each pel for which there is pel video data in the matrix is also transmitted, the decoder apparatus comprising:means for reconstituting the bitstream into video data in matrix form and calculating individual pel values, the means comprising means for restoring (24) the original number of bits of the pel video data by reference to the descriptors, and means for restoring (31) the address of each pel for which there is pel video data in the matrix,    wherein the key plan (DVD) is used to load and initialise the decoder apparatus so that component matrices (16) of a video frame can be decoded from the received video data, the decoder apparatus including a target register (21) provided with the proper number of bits for each matrix (16) as communicated via the key plan (DVD).

    A video decoder apparatus as claimed in any one of the preceding claims, wherein the means for restoring the address of each pel in the matrix comprises means for restoring the address of a pel in rows and columns of a matrix (16) that is part of a larger matrix.

    A video decoder apparatus as claimed in any one of claims 1 to 3, wherein the means for restoring the address of each pel in the matrix comprises means for restoring complete frame address of a pel.

    A video decoder apparatus as claimed in any one of the preceding claims, wherein the means for restoring the address of each pel in the matrix comprises means for restoring a sequential address list with each address associated with a data word descriptor.

    A video decoder apparatus as claimed in any one of the preceding claims, comprising means for shifting, adding, or multiplying data to restore the data back its original format.

    A method for decoding video data, the video data being:produced from the difference (14) between a pel in one video frame (11) and the same pel in a previous video frame (13) resulting in compressed pel video data, divided into one or more matrices (16) to take advantage of data reduction and compression algorithms with an associated key plan (DVD) including the order of transmission and the arrangement of the matrices (16) in a video frame, transmitted as a bitstream, the bitstream (P/N sequence) including descriptors for the compressed pel video data, and an address count for each pel for which there is pel video data in the matrix is also transmitted, the video data being received in a decoder as compressed, weighted, and encoded input video data in matrix form, the method comprising: reconstituting the bitstream into video data in matrix form, and calculating individual pel values, the method further comprising: restoring (24) the original number of bits of the pel video data by reference to the descriptors, and restoring (31) the address of each pel for which there is pel video data in the matrix, wherein the key plan (DVD) is used to load and initialise the decoder apparatus so that component matrices (16) of a video frame can be decoded from the received video data, the method including providing a target register (21) with the proper number of bits for each matrix (16) as communicated via the key plan (DVD).

    A method as claimed in any one of claims 8 to 10, wherein restoring the address of each pel in the matrix comprises restoring the address of a pel in rows and columns of a matrix (16) that is part of a larger matrix.

    The method as claimed in any one of claims 8 to 10, wherein restoring the address of each pel in the matrix comprises restoring complete frame address of a pel.

    A method as claimed in any one of claims 8 to 12, wherein restoring the address of each pel in the matrix comprises restoring a sequential address list with each address associated with a data word descriptor.

    A method as claimed in any one of claims 8 to 13, comprising shifting, adding, or multiplying data to restore the data back its original format.
