    A channel allocation system for use in a wireless communications system having service areas partitioned into a plurality of cells, wherein a set of communications channels are available for allocation among said cells, said channel allocation system being for allocating said channels to said cells on a substantially automated basis and including means for collecting traffic load, serving signal and interference data at a cell site for at least a portion of said channels available for allocation; wherein said means for collecting (517, 518) is arranged to carry out said collecting autonomously, during normal operation of said system; and wherein said channel allocation system further comprises:means (506, 516) for processing said collected serving signal and interference data to form statistical estimates of signal-to-interference parameters for cells of said system;means (506, 514) for processing said collected traffic load data to form statistical estimates of system loading, and operating on said loading estimates to evaluate a need for reallocation of said channels among said cells;characterized in that said channel allocation system further comprises means (504 )for dynamically making an allocation, of channels among said cells as a function of said loading estimates and said signal-to-interference parameters, and in response to a determination by said traffic-load-data processing means of a need for channel reallocation.

    A method carried out in a wireless communications system having service areas partitioned into a plurality of cells, wherein a set of communications channels is available for allocation among said cells and an initial allocation of said channels among said cells is made, said method being for allocating said channels to said cells on a substantially automated basis and including collecting traffic load , serving signal and interference data at a cell site for at least a portion of said channels available for allocation, wherein said collecting is carried out autonomously, during normal operation of said system, and wherein said method further comprises:processing said collected serving signal and interference data to form statistical estimates of signal-to-interference parameters for cells of said system;processing said collected traffic load data to form statistical estimates of system loading, and operating on said loading estimates to evaluate a need for reallocation of said channels among said cells;characterized in that said method further comprises in response to a determination in said traffic-load-data processing step of a need for channel reallocation, dynamically reallocating channels among said cells based on application of said loading estimates and said signal-to-interference parameters.
