    An image processing apparatus comprising:supply means (10;100) for supplying image information;dividing means (102) for dividing the image information of one frame into a plurality of blocks;adaptively controllable quantization means (105) for quantizing the image information from said dividing means in accordance with a quantization characteristic;coding means (109) for performing variable-length coding of the image information of any of said blocks;memory means (112) for storing the code generated by said coding means;control means (110, 111) for controlling the amount of variable-length code generated by said coding means by changing said quantization characteristic in accordance with a detected amount of said variable-length code;characterized in that said controlling means (110, 111) is adapted to control said amount of variable-length code such that the total amount of variable-length code in each of said blocks is less than or equal to a predetermined amount (G) which is the same for each of said blocks, by detecting said amount of variable-length code and selecting a quantization characteristic for each block individually.

    An image processing method comprising the steps of:supplying image information;dividing the image information of one frame into a plurality of blocks;quantizing the divided image information in accordance with a quantization characteristic;performing variable-length coding on the quantized image information of said block;storing the variable-length code in a memory (112);and controlling the amount of variable-length code by changing said quantization characteristic in accordance with a detected amount of said variable length code;characterised in that the controlling is effected such that the total amount of variable-length code in each of said blocks is less than or equal to a predetermined amount (G) which is the same for each of said blocks, by detecting said amount of variable-length code and selecting a quantization characteristic for each block individually.
