Apparatus for exchanging money to valuable papers with which the kind and number of traveler's checks are designated, the amount of money to be inserted is calculated on the basis of the preset exchange rate. When the cash of the amount calculated is inserted, the designated traveler's checks are delivered. The calculated amount of money can be also paid by transferring the corresponding amount of money from the bank account by using a card in place of inserting the cash. Peculiar numbers are printed onto the traveler's check to be issued and these numbers and the data of the card used are stored so as to correspond to one another. Thus, the complete automated issueing operation of the traveler's checks can be accomplished.
