p0001The present invention relates to a parking fee management system.
p0002More specifically the invention concerns a pay parking management system that simplifies control of parked vehicles speeding up the offenders vehicles by safety supervisors, that is to say the vehicles for which the parking fee is not paid or was paid or incompletely. which are in a no-parking situation.
p0003It is well known that, on public roads, especially in large urban areas, paid parking based on vehicle parking time has grown significantly. In other words, in order to leave parked his vehicle for some time, the motorist must prepay a certain amount for being allowed to park effectively.
p0004A first parking fee system is to place on the sidewalk a terminal in which the motorist wishing to park must introduce coins for an amount corresponding to the desired parking time. A mechanism disposed in the terminal shows an index corresponding to the parking time still allowed as and as time goes by. The control of such a parking fee system is simple insofar just to the officer responsible for monitoring the position of looking the index to see if the vehicle occupant location controlled by the terminal in question is in breach or not. The major drawback of this type of parking system is that each terminal can control a maximum of two parking spaces, a specific mechanism associated with each location.
p0005To overcome this disadvantage it has developed another type of parking terminal to control a much larger number of paid parking spaces with a single terminal. The motorist who wants to park on one of the locations monitored by the terminal inserted into the terminal coins for an amount corresponding to the desired parking time. The terminal then sends a ticket on which is mentioned time limit of authorized parking. This ticket should then be placed by the motorist prominently on the vehicle, eg behind the windshield. The monitoring of such a parking system therefore requires the attendant to monitor read the indications on the ticket placed behind the windshield of each vehicle whether the vehicle is in violation or not. Such monitoring is relatively long for the attendant to the extent that the ticket can be placed at various locations and where the readability may not be excellent. In addition, the control must be thorough enough to detect as much as possible, falsified tickets.
p0006To overcome these drawbacks, a first object of the invention is to provide a parking fee management system of the type comprising at least one parking terminal associated with a plurality of parking spaces that allows to carry out a vehicle monitoring parking without requiring the clerk to read tickets prominently placed on parked vehicles.
p0007A second object of the invention is to provide a pay parking management system of the above type in which each driver has the option to pay only the amount of parking fee for the actual parking time and not for the entire the period he has previously defined.
p0008To achieve the first object of the invention, the parking management system comprises:<ul><li>- At least one parking terminal for controlling a plurality of parking spaces, said terminal including means accessible to drivers for entering one of their vehicle identification information and time parking limit based on a pre-payment has and pairs of data storage means corresponding to the identification information and a deadline associated parking and a time base for providing a present time information and:</li><li>- A portable terminal carried by the safety supervisor, including means accessible audit officer to enter identifying information corresponding to a vehicle actually parked at one of said locations;</li><li>- The system further comprising means for comparing the identification information input in the portable terminal with the identification information stored in said terminal and for comparing the said parking time limit information stored with this time information issued by said time and resources base to process the results of these comparisons to show in the terminal a warning signal when the vehicle in which the identification information has been entered in said terminal is illegally parked.</li></ul>

p0012With first reference to Figure 1, there will be described a first embodiment of the parking fee management system. The system essentially comprises a parking terminal 12 arranged on the sidewalk to control a number of locations arranged along the sidewalk and a mobile terminal 14 carried by the official responsible for monitoring parked vehicles in the area controlled by the terminal 12.
p0013As is well known, the terminal 12 includes a slot 16 for inserting coins whose total time determines the desired parking. The coins inserted in the slot 16 are controlled by a coin selector 18 which detects the actual amount introduced into the slot 16. From this amount and the present time of the information delivered by the clock circuit 21, the computer 19 develops the authorized time limit parking. This time limit is displayed by the display panel 20. Of course, after passing into the coin selector 18. coins are stored in a receptacle 22. The terminal 12 also includes, as is known, means print 24, for example of the thermal head type capable of delivering 26 ticket to the driver, the ticket indicating the amount paid and the hour parking limit. It must be emphasized that. according to the invention. just the ticket 26 is intended to constitute receipt of payment for the motorist and eventually call time parking limit. This ticket 26 does not intervene in the effective control of parking and it will appear in the following description.
p0014Terminal 12 further comprises a keyboard keys 28 allowing the driver, before introducing coins into the slot 16. in the washing machine of a vehicle identification information. This identification information may be constituted by the full registration number of the vehicle or only a portion of this number or by a number identifying the parking space where the driver has left the vehicle. In the latter case, each site must be marked and identified by a number. Information entered using the keyboard 28 is decoded by the decoder 30 and stored in a memory circuit 32. In the memory circuit 32, it also stores with the vehicle identification information, the deadline for parking of the vehicle, this information being taken from the indication provided by the computer 19. Thus, the memory 32 comprises information pairs, each pair being constituted by an identification information of a vehicle and time authorized parking limit. The parking terminal also includes external means for reading the information stored in the memory 32, these means being indicated by the reference 34.
p0015The parking terminal 35 finally comprises a read circuit time information contained in the memory 32. This information is periodically read and a circuit 36 compares the time information read at this time of the information delivered by the clock 21. The microprocessor also comprises second comparison means 50 for comparing the information stored in the memory 48 with a present weather information delivered by a clock circuit 52. The result of this comparison can control an alarm circuit 54.
p0017The use of the portable terminal 14 is as follows: when the agent wants to perform monitoring parked vehicles in the area controlled by the car terminal 12, he connects his mobile terminal 14 to terminal 12 to store in the memory 48 of the terminal 14 all the information read by the memory 32 of the terminal 12. This sampling information can be via the connection system 34 of the terminal and using a wired connection temporarily represented by the line 56. p0018It is understood that the time comparison at the terminal is needed because of the time that may elapse between the time when the data are collected in the memory 32 of the terminal 12 and the moment the employee actually passes a vehicle he wants to control the regularity of parking.
p0019Instead of keyboards 28 and 40, terminal 12 and the portable terminal 14 may include other information input means, such as control devices through speech able to recognize a limited number of instructions defined in advanced.
p0020Similarly the copy in memory of the 48 portati.f terminal information stored in the memory 3<sub>2</sub> of the terminal could be done, not by a wire connection, but, for example, by infrared radiation. or any other type of radiation capable of transmitting coded information. In this case, the terminal 12 is provided with an infrared transceiver that can be remotely activated, and the terminal 14 is also provided with an infrared transceiver to activate the transmitter of the terminal and to receive the signals coded issued by the issuer of the terminal. Such a system is described in European patent application No. 84/401799.
p0021Referring now to Figure 2, there will be described a second embodiment of the invention. In this case, the system again includes a parking terminal 100 and a portable terminal 102. The parking terminal 100 includes a coin insertion slot 104, a coin selector 106 and a receptacle 108 for collecting the coins . It also comprises a display panel 110. a printing system 112 and a slot for output of printed tickets 114. According to the invention, the parking terminal 100 also includes a keypad<sub>11</sub>6, similar to the keyboard 28 of Figure 1 for motorists can enter the terminal a number of information and including their vehicle identification information. The output of the keyboard 116 is connected to u n decoder 118 itself connected to a memory circuit 120 which is also connected to the output of the coin selector 106. As in the case of Figure 1, the memory 120 contains pairs information constituted by a parked vehicle identification information entered using the keyboard 116 and information of parking time limit. The latter information is developed by the calculation circuit 107 which receives both the signal from the coin selector 106 and secondly to present time information delivered by a clock circuit 109. In this embodiment the terminal also comprises a transmitter, for example a radio transmitter 122, capable of transmitting information to the outside. The terminal also comprises a radio receiver 124 back able permanently to enter the terminal information transmitted as will be explained later by the portable terminal 102, the output of the receiver 124 being connected to a memory 126. This memory is connected to a comparator 128 whose other comparator inputs are connected to the memory 120. the comparator 128 can control the transmission by the transmitter 122 a signal évertissement.
p0022As in the case of Figure 1, the terminal 100 comprises a circuit 130 for periodically reading the time information contained in the memory 120 and a comparison circuit 132 for comparing the time information read at this time of the information issued by the clock 109. If the information read time is prior to the time information of this longer than the grace period, the comparison circuit deletion command in the memory 120 of the schedule information read and the corresponding identification information. Therefore at a given time, the memory 120 contains only couples of information relating to regular vehicles parked near the grace period.

The storage memory 144, is connected to a radio transmitter 146, the signal transmitted by the transmitter 146 being particularly capable of being received by the receiver 124 of the terminal 100. The terminal 102 also includes a radio receiver 148 capable of receive signals transmitted by the transmitter 122 of the terminal 100. the signal received by the receiver 148 controls a warning circuit 156.
p0024The operation management system shown in Figure 2 is as follows: every motorist wishing to leave the car on a parking space controlled by the terminal 100 must enter using the keyboard 116 identification information of the vehicle, eg a part of all of his registration number or vehicle location number, and in the slot 104 coins for an amount corresponding to the desired parking time. This pair of information is stored in the memory 120. When the parking attendant wants to control the vehicle actually parked on the locations depending on the terminal 100, he entered using the keyboard<sub>14</sub>0 the vehicle identification information in front of him.
p0025This identification information is stored in the memory 144 and the corresponding information is transmitted by the émerreur 146 to terminal 100. This information, received by the receiver 124 is temporarily stored in the memory 126. The arrival of this information in memory 126 causes a comparison process by the comparator 126 between the information in the memory 126 and the set of credentials in the memory 120. If the identification element of the memory 126 actually in the memory <sub>1</sub>20, the transmitter 122 emits no signal, the vehicle being in regular parking. It may also issue a special signal picked up by the receiver 148 to display a sign indicating that the vehicle is in regular parking.
p0026If the identification information stored in the memory 126 is not found among the identification information stored in the memory 120, that is to say if the corresponding vehicle is illegally parked, this is detected by the comparator 128 and the transmitter 122 sends the terminal 102 a warning signal. This receuilli signal by the receiver 148 directly excites the warning circuit 156.
p0027We see that this second embodiment is an even easier job for the attendant since not even have to make the initial load memory of the portable terminal. You must obviously choose a method of transmitting information between the terminal and the parking portable terminal that is compatible with the environmental conditions found in such cases. For this purpose, these transmissions can be performed by radio transceivers emitting in the 150 MHz band.
p0028It is also understood that it is not necessary in this embodiment to carry out, at the terminal, to compare the present time, since the collection of information in the memory of the terminal 100 is performed when the officer in front of the vehicle he wants to control, because of the radio link between the terminal and the terminal. Note that, according to this embodiment, the system includes a process of comparing the information authorized parking time limits and information this time but this comparison is done automatically within the terminal, without attendant intervention.

p0030The terminal 200 includes a keyboard 202 to enter alphanumeric information. The keyboard comprises a key 204 which is to be activated when a motorist wants to initialize the parking his vehicle and a key 206 which is to be activated when the driver wants to end parking his vehicle. p0031The microprocessor 220 receives on its inputs the signals delivered by the keyboard 202, including the keys 204 and 206, and the information read by the read circuit 210. Its outputs control the display panel 214. The control circuitry reading and writing 210 and 212 and the print circuit 216. It also supplies information to be written on the magnetic stripe of the card through the control circuit 212. Finally, the microprocessor 220 is connected to its associated memory 222. Finally, the microprocessor receives on one of its inputs a clock signal delivered by a clock circuit 224.
p0032Drivers wishing to use the parking fee system must buy in advance a magnetic card parking. This card has a magnetic stripe with two information storage areas: a first area for receiving the vehicle identification information and validity of the card data (city, duration, etc.). and a second region for receiving the amount available to pay parking fees. When purchasing the card, the first area includes only the data validity of the card and the second includes the amount corresponding to the purchase price of the card.
p0033When the driver wants to park, he inserts his card into the card reader 208, and actuates the button 204 parking commencement. p0034When the driver wants to take his vehicle, two situations can arise: either it comes after the time limit authorized parking and is in offense, it presents before the parking time limit and it will be able to recover the overpayment. For this, he inserts his card into the card reader 208 and 206 presses the end of parking. The driver can remove the card. thus be understood that the latter has seen his card debited for an amount corresponding to its actual parking time.
p0035In the previous example, it was described the case of a magnetic memory card. Obviously we might as well use an electronic memory card. It suffices to provide a memory circuit with sufficient "memory" positions to be able to register successive balances.
p0036In addition, the terminal may be equipped with both of a coin selector as in the case of Figure 1 and a card reader as in the case of Figure 3.
p0037The memory 222 of the terminal 200 contains exactly the same information that is stored in the memory 120 of the terminal 100 or in the memory 32 of the terminal 12. Accordingly, the mobile terminal associated with the terminal 200 of Figure 3 may be identical to the terminal 14 of Figure 1 or the terminal 102 of Figure 2 according to the nature of the information transmitting means on the terminal 200.
p0038The apparatus which has been written in association with Figure 3 can be slightly modified to operate in another process using a magnetic memory card of the type already described. According to this mode of implementation, the terminal has a keyboard that only includes keys with numeric or alphanumeric signs. This keyboard is only used during the first use of the card to put in the memory thereof the identification information.
p0039When the driver wants to leave parked his vehicle, he inserts his card into the card reader. The terminal processing circuit determines the hour parking limit authorized by adding to the present time the maximum duration of authorized parking, for example two hours. This information is stored in the memory 22l with the identification information. The remaining amount on the card is reduced by an amount corresponding to the maximum authorized parking.
p0040When the driver wants to remove his vehicle from the parking space, two cases yet: either this happens after the expiration of the maximum time allowed and the driver is in violation; whether this occurs before the end and the user will be refunded the overpayment according to the process described in connection with Figure 3 is to say that the balance stored in the card will be increased by an amount equal to the unused parking time.

The CPU 220 develops a pseudo random number from the ID card number and an identification number of the parking terminal. This last issue is also present in the memory 242, according to a stored algorithm in the memory 242. In the next step, the microprocessor 220 controls one hand the print head 216 for printing on a ticket number 218 pseudorandom, and also storage in the memory 222 of the pseudo random number and time limit of authorized parking. The memory 222 and contains a plurality of information couples formed by the pseudo random number and the time limit authorized parking.

p0057For managing company paid parking slots, the benefits are even more numerous. The time required to check whether a vehicle is in regular parking or not is very substantially reduced. For a given custodial staff, it is possible to increase the frequency of inspections, increasing all their deterrent effect. This results in increasing the profitability of paid parking facility. Tickets not used to check the regularity of the parking of vehicles, there is more to fear their falsification. The information stored in parking terminals can be raised periodically for statistical evaluation to improve the rules defining the amounts to be paid according to the desired parking time.
