A mobile subscriber is divided to a member group and a certain restricted portion of the member registration allotments, i. E. , the total registration capacity, is assigned to each of a member group by the operator. A visitor position register calculates the registered number of members in each group, and when the member registration allotment assigned to each member group becomes full, it is constituted so that the registration beyond it in the member group may be refused.
