Method, article and apparatus for registering registrants, such as voter registrants

A recording method, comprising: - receipt of proof of a public key and a signature written on each of a number of registered voters through a first communication channel including hand delivery; - Receiving a public key and identification information associated with at least some of a number of registered through a second channel of communications, different from the first communications channel that excludes hand-delivery; - For each of the series of registered, digitally signing the public key if public checking key of the registrant received through the first communication channel corresponding to the public key of the registrant received through the second communication channel; and - providing digitally signed public keys to an authenticating authority.
